The primary purpose of this position is: To serve as a supervisory security specialist and security advisor, providing planning, directing, organizing, and exercising control to employees assigned to Special Access Program (SAP) & Special Access Program Security Branch.

Duties

Duty 1: Plans, organizes, and directs the activities of USSPACECOM ensuring that Special Access Programs management complies with legal and regulatory requirements, administration, deployment, enforcement of a comprehensive special access security programs, and meets customer needs. Duty 2: Exercises supervisory personnel management responsibilities. Duty 3: Provides the commander recommendations on risk identification, avoidance, and mitigation for special access programs. Duty 4: Represents the USSPACECOM SAP security equities with a variety of councils, boards, working groups, and panels inside and outside the agency. Duty 5: Coordinates all USSPACECOM classification reviews, challenges, and security classification guides.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Position is designated special-sensitive and requires eligibility for access to SCI, other intelligence-related Special Sensitive information, or involvement in Top Secret SAP. A non-disclosure agreement must be signed.
  • Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • The employee may have to respond to potential security problems after hours or during weekends and may be required to be available for other than normal duty hours to include weekends to support emergencies or crisis planning
  • Department of Defense Security Fundamentals Professional Certification, Special Program Security Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD
  • The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a phone or beeper.
  • The employee will be required to possess or obtain, and maintain a valid driver’s license
  • This position is designated as a Key position. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Expert knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security. 2. Extensive knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. 3. Skill to interpret a variety of security program laws, directives, regulations, and guidance to assist staff in establishing and operating internal security programs. Knowledge of security procedures to handle, protect and maintain control of TS/SCI/SAP classified material and media. 4. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. 5. Skill in planning, developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program. 6. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences. Other Significant Facts: Intelligence expertise and working knowledge of intelligence relationships at command and national levels is desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
