This position is a Defense Contract Management Agency (DCMA) Keystone Program Opening. Prior to appointment, all candidates will be required to sign a Keystone Conditions of Employment Agreement. Additional vacancies may be filled from this announcement.

Duties

Serves as a developmental IT Specialist (APPSW) intern within DCMA. Completes classroom and on-the-job training to acquire, exercise, and maintain knowledge of the duties required to perform surveillance of assigned software requirements, design, coding, software testing and embedded real time software systems. In a developmental capacity, evaluates the adequacy of suppliers' software development program to achieve design and development objectives. Observes and assists with the technical surveillance of contractor systems and software controls and processes; evaluations and audits; technical interchange meetings; and in-depth reviews of software development products.

Qualifications

To qualify for a IT Specialist (APPSW) (Keystone), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Basic application of computer software design and current technology developmental methodologies, techniques, processes, and procedures. Basic application of a range of software intensive systems including microprocessors, embedded processors, large scale computers, various operating systems, hardware, software interfaces, and peripheral services. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. OR B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: one (1) full year of graduate level education or superior academic achievement.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
