About the Position: Serves as Instructional Technology Development Branch (ITDB) visual information specialist with the responsibilities in the designs, development and production of Interactive Multimedia Instruction (IMI) courseware, computer-based training (CBT), interactive pdfs, and blended learning, located at Fort Sam Houston, TX.

Duties

Operate of different types of graphic design equipment and computer hardware necessary to produce interactive multimedia courseware. Ability to use software programs, to include Flash with ActionScript, Adobe Photoshop, Adobe Dreamweaver or Adobe GoLive, Adobe Audition, Adobe Premier and MAC programs to include KeyNote and IMovie. Utilize computer graphics programs to create original artwork and to correct, enhance or apply special effects to existing visual information media to include digitized video, still photographs, animation and sound. Ability to utilize complex computer-based non-linear video editing systems to produce videos that will be incorporated into interactive CD-ROM and DVD Videos. Assist customers in understanding difficult graphic design and audiovisual technical terminology, so as to clearly determine the customers’ requirements, ensure audiovisual materials are correct, or make recommendations and corrections, as needed.

Specialized Experience: One year of specialized experience in the Federal service that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes planning visual aspect of printed media, selecting format, size, general appearance, and cover design and color scheme for electronic manuals/publications. Utilizing state of the art computer graphics software. Selecting and adapting techniques and ideas for use in eliminating production problems which might arise. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
