This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Supervisor of the Outpatient Pharmacy Services-Eugene manages the outpatient Pharmacy operations at the Eugene VA Healthcare Center (EVAHCC) and is responsible for the daily professional and administrative operation of the outpatient pharmacy and pharmacy staff. FUNCTIONS OF POSITION: A. Develops and implements strategic plan that integrates key program goals, priorities, values, Mission Act, and other factors. Provides the Chief of Pharmacy Services with counsel on development of pharmacy programs/services. Candidly advises the Chief, Pharmacy Service on problems/issues pertaining to the relationship of Pharmacy Service to other divisions, services and programs. B. Develops, implements and evaluates programs for quality improvement of pharmacy services. Is responsible for development of appropriate indicators to assess the impact of pharmacy services on patient outcome and financial resources. Coordinates data acquisition and analysis for pharmacy indicators. C. Serves as Pharmacy Service representative to assigned committees. Exhibits leadership on all committee and administrative assignments. Presents a positive, forceful and professional image of Pharmacy Service at all times. D. Plans and assigns projects to subordinate pharmacists. Reviews work for appropriateness and quality of finished product. Holds employees accountable for appropriate levels of performance and conduct. Seeks and considers employee input. E. Responsible for the professional growth and development of assigned pharmacy staff. Ensures that employee's performance plans are aligned with the organization's mission and goals, that employees receive constructive feedback, and that employees are realistically appraised against clearly defined and communicated performance standards. This is accomplished through periodic informal encounters and formal performance evaluations. Incumbent serves as a role model for problem solving activities and conflict resolution. The incumbent will give counsel and instruction to assigned clinical staff on clinical, administrative and other professional issues. In conjunction with assigned clinical staff, the incumbent will develop yearly objectives for subordinates. Incumbent is responsible for holding employees accountable for performance plan. F. Assists in development and maintenance of pharmacy policies and standard operating procedures. G. Manages daily operations, including scheduling of pharmacy personnel and managing pharmacy staff leave. Reviews all employee sick leave usage and documents those reviews twice a year in January and July. H. Performs staffing functions on a regular scheduled basis as well as needed when staffing needs are required. I. Prepares for and participates in external accrediting agency reviews through service quality assurance and alignment of functions in support of patient care activities. J. Supports management in all areas of delegated responsibility including EEO, Risk Management, Management Efficiency, CQI, ADP Security, etc. Clinical Pharmacy Services: The clinical pharmacist is responsible for computer entry of all medication orders in the assigned area. The clinical pharmacist will review the order for appropriateness of the medication, dosage, schedule, duration and instructions. The regimen will be reviewed for any potential drug-drug, drug-disease, drug-nutrient interactions, and therapeutic duplications. The orders will be entered accurately and in a timely manner. The clinical pharmacist will be responsible for prioritizing operational and clinical activities to provide high quality patient care. 1. The clinical pharmacist will be responsible for resolving all patient medication problems and any pharmacy distribution problems in the assigned practice area. 2. Educate patients on the proper use of medications as appropriate depending on the area to which the clinical pharmacist is assigned. 3. Incumbent is responsible for the final check of outpatient before final dispensing to the patient. The clinical pharmacist may need to actively fill the medications at times when pharmacy technicians are unable to perform filling duties. 4. Clinical Pharmacist will be able to perform non-sterile compounding of oral and topical medications using proper pharmaceutical technique. Qualifications

Basic Requirements: a. Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) b. Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). c. Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: GS-13 (a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.(b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. 3. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. Preferred Experience: Previous VA or DOD experience, experience working as a Pharmacist in a Leadership or Supervisory role.
