The Realty Specialists are located with the Office of the Assistant Secretary-Indian Affairs, Deputy Assistant Secretary-Indian Affairs Management, Office of Facilities, Property, and Safety Management, in Reston, VA. The office is responsible for the real property leasing program (RPL) and lease administration for all of Indian Affairs (IA), including the Bureau of Indian Affairs (BIA) and the Bureau of Indian Education (BIE) and encompasses 12 regions located throughout the U.S. and Alaska.
Duties
Perform as a Realty Specialist at a level commensurate with required education and experience as set forth by Department of the Interior (DOI), General Service Administration (GSA), and bureau policies and procedures and assumes responsibility for all functional areas of lease administration management, including data collection and reporting.
Gains knowledge about the most current DOI and GSA real property and leasing policies and offers policy analysis to RPL Supervisor. In addition, the incumbent keeps up to date on current regulations, mandates, and executive orders relative to real property and leasing.
Processes Occupancy Agreements (OAs), including facilitating communications with regional IA offices regarding timeframes for data submissions and updated space requirements.
Prepares non-lease space agreements involving IA offices and programs, such as revocable licenses and facility use agreements.

Qualifications
Specialized Experience: To qualify at the GS-11 level you must have one year of specialized experience at or equivalent to the GS-9 grade level performing at least 3 of the following:
Applying processes and procedures relating to real property leasing
Assisting in preparing facility use agreements to include responding to questions and/inquiries.
Communicating with customers regarding data submissions and space requirements.
Verifying that the lessor complies with scope of the lease including daily maintenance and management of leased space, and advising the program of any issues or difficulties that may disrupt or hinder performance or that may justify withholding rent;
Having regular lease contract reviews and file management to verify that the lease file maintains a current copy of the contract, and all related documents including inspection and performance documentation, Lease Amendments, and all general correspondence by.
OR
Education: 3 full academic years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study
OR
Combination: Combination of specialized experience and education that totals 100% of the experience requirement.
Specialized Experience: To qualify at the GS-12 level you must have one year of specialized experience at or equivalent to the GS-11 grade level performing at least 3 of the following: Applying processes and procedures relating to real property leasing and assisting junior Realty Specialists in their duties. Assisting in preparing facility use agreements to include responding to questions and/inquiries. Communicating with customers regarding data submissions and space requirements. Verifying that the lessor complies with scope of the lease including daily maintenance and management of leased space, and advising the program of any issues or difficulties that may disrupt or hinder performance or that may justify withholding rent.;
