The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
NCTC's Directorate of Intelligence (DI) was mandated by Congress to be the primary organization in the United States Government (USG) for analyzing and integrating terrorism intelligence.
The DI provides senior policymakers with integrated and coordinated terrorism analysis and produces the full range of analytic products, including daily Terrorism Intelligence Briefs (TIBs), President's Daily Briefs (PDBs), warning products, short-term and longer-term research, and alternative analysis.
The National Counterterrorism Center's Directorate of Intelligence (NCTC/DI) is seeking an experienced, highly motivated manager to help lead a high-performing group, which monitors, analyzes, and integrates all-source intelligence on counterterrorism (CT) issues for a broad set of USG customers and partners.
This group provides warning of threats to US persons or interests within its area of responsibility; formulates and communicates analysis to inform policy and support operations; collaborates with partners across government to identify risk and opportunities; and drives intelligence collection through regular interaction, formal evaluations, and structured requirements.
Additionally, the selected candidate will be expected to:
Evaluate and develop first-line supervisors, a senior analyst, and an executive officer; provide substantive feedback to include career development counseling and skills development; serve as a substantive supervisory and analytic resource, teaching and guiding team chiefs; delegate responsibilities and empower employees to make decisions.
Work with the Group Chief and other Deputy to shape and implement the vision of the group, which is focused on maximizing customer impact, serving as a leader in creativity and innovation, developing the workforce, and cultivating high morale.
Leverage your experience to serve as a corporate resource, contributing outside your group to the broader DI, NCTC, ODNI, and IC.
Help drive the group's analytic program, ensuring that products incorporate the highest IC tradecraft standards and capitalize on NCTC's unique data accesses and tools.
Recruit, develop, and retain a diverse and highly qualified workforce.
Ensure personnel are appropriately challenged, rewarded, and given the support, tools, training, and opportunities they need to develop and succeed.
Cultivate an inclusive environment that fosters the development of all officers to their full potential. Evaluate and develop first-line supervisors; serve as a substantive supervisory and analytic resource, teaching and guiding team chiefs; provide substantive feedback to include career development counseling and skills development.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Applicants must possess at least two years of supervisory experience over a minimum of eight intelligence analysts at a national agency.
Expert knowledge of analytic tradecraft and product review.
Superior knowledge of resource management principles and applications.
Superior interpersonal skills, corporate approach, and aptitude at building consensus.
Superior ability to remain open-minded and change judgments on the basis of new information and requirements, perform multiple tasks and change focus quickly as demands change, and support group decisions and solicit opinions from coworkers.
Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development.
A strong track record of building positive, collaborative relationships across organizational lines, including up, down, and across components and with external partners.

At least two years' experience as a first-line supervisor at a national agency, service component, or combatant command.
Desired requirements:
Joint duty experience. Knowledge of the NCTC and the counterterrorism community.
Prior work experience or advanced academic study on counterterrorism issues or the Near East region.
