The Emergency Department (ED) / Clinical Deployment Team Staff Nurse is a licensed registered nurse that coordinates total nursing care for individual and groups of acute and critical patients. Staff Nurse also completes assessment and provides patient care in the Triage, Inside Triage and Fast track area. As RN Greeter assists patients, visitors and family that arrive at the Emergency Department.
Duties
A Staff Nurse must demonstrate leadership in delivering and improving holistic care through collaborative strategies with others. ED Nurse participates in patient and family teaching and provides leadership by working cooperatively with ancillary nursing and other patient team personnel in maintaining standards for professional nursing practice in the clinical setting. The ED nurse ensures that quality nursing care is rendered to patients in accordance with policies, procedures, and the standards of Nursing Service and the VA Caribbean Health Care System, under the guidance and directives of the Permanent Charge Nurse/designee, Assistant Nurse Manager and Nurse Manager/ designee. Responds to internal and external hospital emergencies (i.e. Rescue) and/or disasters as part of the Hospital. Emergency Response Team (HERT). The staff nurse for ED interprets the philosophy and goals of Nursing Service to others in the work setting; functions within established guidelines and demonstrates the ability to work effectively and develop
therapeutic relationships with clients, their caregivers and other professionals and supportive personal who provides patient care. The registered nurse provides care and counseling of persons or in the promotion and maintenance of health and prevention of illness and injury based upon the nursing process. This process includes systematic data gathering, assessment, appropriate nursing judgment, and evaluation of human responses to actual or potential health problems through such services. Case finding, health teaching, health counseling; provision of care supportive to or restorative of life and well-being; and executing medical regimens including administering medications and treatments prescribed by a physician or authorized provider.
This position is part of a VHA Clinical Deployment Team (CDT) which requires readiness for deployment of clinical staff dedicated to the continuity of Veteran healthcare and support to the communities in time of crisis. The Nurse for the CDT has to be able to deploy, within the team's scheduled deployment windows, to any event within 72 hours of notification with the ability to work seamlessly with receiving facility or agencies. Maintain a readiness for an identified minimum of 2 rotational windows of expected deployable status per calendar year, for up to a month at a time. Understand that CDT may deploy into austere conditions which are defined as: various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (i.e., cots, tents, "hot-bunking", gymnasiums, or similar), limited shower and laundry facilities, and limited feeding options (such as shelf-stable meals, meals-ready-to-eat, and field kitchens). Work may be performed in an office setting, indoor or outdoor field site, sometimes in adverse weather. Agree to be deployed within their VISN outside of scheduled national CDT deployment windows. VISN deployments may occur at the discretion of the VISN Director, keeping in mind the CDT staff's needs for rest, recuperation, and training. CDT staff will not be deployed more than 120 days per year. Must be able to provide direct patient care when deployed to an emergency, within the CDT staff's scope of practice, privileges, licensure, and/ functional statement, with the resources available.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Must be proficient in written and spoken English
Preferred Experience:
2 years of RN experience in an Emergency Department preferred.
Spanish proficiency, proficient in spoken Spanish, preferred.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.

Physical Requirements: This position involves lifting, moving and transporting patients, assist with transferring patients from wheelchair to to stretcher or radiology suite table and vice versa. Also assist with transferring patients to wheelchairs and/or may need to escort a patient to other areas. This position involves exposure to blood borne pathogens, fine manipulation, standing, walking, bending, crouching and reaching patients. It requires dealing with the acutely ill, with patients who may display disturbed behaviors, and with stressful situations. Moving patients and weighing patients in excess of 50 kg. or more. Wearing of a respirator may be required at times in the performance of the duties of this position. When required to use respirator, employee cannot have facial hair or any condition that interferes with the face to face piece seal or valve function of the respirator.
