Duties
This announcement will be utilized to fill a Criminal Investigator, GS-1811-13, Strategic Engagements position, with an emphasis on counterintelligence support to force protection initiatives across a 35 Nation portfolio in the Indo-Pacific. The incumbent will be responsible for integrating AFOSI authorities and capabilities into the Air Force's Agile Combat Employment operational construct and managing formal liaison strategies, priorities, and actions with foreign police, military, and security organizations and services, as well as other mission partners, to enable counterintelligence activities in the Indo-Pacific Area of Responsibility.
Duties require use of a mastery of the theories, concepts, principles, practices, laws, and regulations of criminal investigations including constitutional, international, and statutory laws.
As a senior criminal investigator independently plans, organizes, and conducts complex evaluations of command matters and investigations as determined by higher authorities.
Provides reach-back capability and support to agents across the CONUS and OCONUS Area of Operations.
Conducts special staff studies and evaluations which are comprehensive examinations of interdependent factors within and AFOSI program, function or activity (e.g., policy, training, resources and execution).
Represents AFOSI at ad hoc committee or work group meetings with senior-level officials for coordination of issues.
Requirements
- Primary/Rigorous Eligibility: Due to mobility requirements, applicants must be eligible for assignments to primary positions.
- Primary/Rigorous Requirement: Experience in primary/rigorous law enforcement position(s), or equivalent experience outside the Federal government, is a mandatory prerequisite (5 CFR 831.902 and 5 CFR 842.802).
- U.S. Citizenship Required.
- All male applicants born after December 31, 1959 must have registered for the Selective Service.
- This position requires the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (18 U.S.C. Section 922(g) ((9)).
- Requires occasional travel away from the normal duty station. Travel may include to international locations, via various military or commercial means.

- Position is designated by the Air Force as a testing designated position under the Air Force Civilian Drug Testing Program and is subject to random drug testing.
- This position is subject to a two-year trial period.
- This position requires a Top-Secret security clearance. Favorable completion of a Single Scope Background Investigation (SSBI) is required prior to an offer of employment.
- This position requires the favorable completion of an Agent Suitability Investigation, including a successful criminal background check, prior to an offer of employment.
- Applicants are subject to counterintelligence scope polygraph examinations as determined by the command. Failure to successfully complete a polygraph examination could result in disciplinary action as determined by the command.
- This position requires a mobility agreement of which the employee may be assigned anywhere in the U.S. or overseas. In addition, employees may be required to work in areas of unrest or in war zones.
- Employees must be able to work substantial amounts of unscheduled overtime or be available to work substantial amounts of unscheduled overtime on evenings, weekends, and/or holidays. May also be required to work regular scheduled overtime as needed.
- Initial relocation expenses may or may not be authorized.
- Applicants who have not completed CITP (or federal equivalent) and/or BSIC will be required to attend and successfully complete these courses (or equivalent training as designated by the Agency).

- This position requires the incumbent to drive a motor vehicle. Incumbent must possess and maintain a valid state drivers license.
- Must successfully pass a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) and be determined physically able to perform duties without being a hazard to themselves or others.
- This position has been approved for Secondary Law Enforcement coverage.
Qualifications
Applicants must meet the SPECIALIZED or EQUIVALENT SPECIALIZED experience requirements described in this announcement as follows:
SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge, at a mastery level, of the laws, regulations, advanced principles and concepts, techniques, and legal processes and approaches related to investigative and enforcement work. Knowledge of the rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and related criminal investigative and law enforcement matters. Knowledge of relationships between and among Federal, state, and local law enforcement agencies and their functions and jurisdictions. Knowledge of various investigative aids, such as use of subpoenas, forensic dentistry, audio and visual instruments, etc. Skill in communicating orally and in writing. Ability to deal effectively with others to gain their confidence and cooperation. Qualifying experience may have been gained from federal, state, local, tribal, or territorial law enforcement.
EQUIVALENT SPECIALIZED EXPERIENCE:
GS-12 equivalent level experience required for this position may include one or more of the following:
Exercise, contingency, and operational planning expertise, gained from independently planning, organizing, and coordinating directly with foreign nation and other mission partners for AFOSI engagements with police, security, and defense counterparts to achieve AFOSI information sharing and interoperability objectives essential for expeditionary activities, as well as support to exercise, contingency, and operational plan execution in the Indo-Pacific theater. Organizing and managing comprehensive counterintelligence investigations and activities involving highly delicate matters of interest to high echelon government officials, and briefing management officials on the status of these investigations.
Counterintelligence expertise, gained from planning and conducting counterintelligence activities to identify, exploit and neutralize foreign Intelligence and espionage threats in the Indo-Pacific. Analyzing and actioning complex counterintelligence matters requiring AFOSI support to Indo-Pacific Command and Pacific Air Forces plans and operations.
Felony-level investigative expertise, gained from experience in federal, state, local, tribal, or territorial law enforcement criminal investigations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
OTHER SIGNIFICANT FACTS
EMERGENCY ESSENTIAL PERSONNEL/POSITIONS: This position is Emergency-Essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. The incumbent, as a condition of employment, may be reassigned to any to any geographic location where AFOSI personnel may be assigned and/or required to deploy to support the success of combat operations or the availability of combat essential systems. Failure to deploy may subject the incumbent to administrative action. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Incumbent will be required to sign and acknowledge their understanding of these requirements.
Due to the mission essential nature of EE positions, concurrent membership in the military reserves could conflict with the performance of these duties. If you are selected for an EE position and are also an active reservist, you will be required to transfer to an inactive or standby status or resign/retire from the reserves prior to your appointment.
Law Enforcement Availability Pay (LEAP): LEAP compensates Criminal Investigators for substantial amounts of unscheduled overtime or their availability to work substantial amounts of overtime. Applicants are eligible to receive LEAP upon appointment. To ensure your availability, you will receive extra compensation in the form of LEAP, which is calculated at a flat rate of 25 percent of basic pay (including applicable locality pay).
Special Retirement Coverage Transfer Requirements: To be eligible for secondary law enforcement retirement coverage, applicants must meet applicable transfer requirements when appointed to a secondary position. Applicants meeting transfer requirements for continued law enforcement retirement coverage must provide SF-50s capturing eligibility with their application (i.e., 3 years of primary/rigorous covered experience as of the date the applicant moved or will move into a secondary position). Applicants may be asked to provide additional documents in support of transfer requirements, such documents may include Maximum Entry Age Memorandums, Special Retirement Coverage Approval Memorandums (DG-11) or Certification of Service (RI 20-124).
Education
Specialized Training: Successful graduation from the Federal Law Enforcement Training Center's (FLETC) Criminal Investigators Training Program (CITP) or federal equivalent is required. (Qualifying federal CITP equivalents include: Federal Bureau of Investigation New Agent Training, Drug Enforcement Administration Special Agent Training, US Army Criminal Investigation Division Special Agent Course, or United States Air Force Special Investigations Academy (USAFSIA) Special Investigators Course.)
