The primary purpose of the position is to schedule disability compensation examinations for the Veterans Benefits Administration (VBA) claims process.
Duties
Major duties include but are not limited to the following:
Responsible for performing the administrative operations of the Compensation and Pension Program at the Veterans Pacific Islands Healthcare System, Honolulu, Hi.
The incumbent reports directly to the Supervisor, Compensation and Pension Unit. The staff in this unit initiate and carry out a variety of advisory and technical duties, including receiving and scheduling requests for Compensation and Pension (C&P) examinations, arranges/coordinates travel, lodging and reimbursement for travel, ordering lab, x-ray and other tests necessary for the examinations, servicing and clinic receptionist, providing administrative support for clinical staff who perform the C&P exams, and communicating with VBA staff at VA Regional Offices in Honolulu and other regional facilities.
Prepares paperwork for each clinic, assures that the appropriate forms are included, and assures delivery prior to and pick-up after the clinic is completed.
Receives, and logs in Claims Files (C-File) as they arrive from Regional Offices, delivers to the clinic for each appointment, picks up after the appointment and returns to Regional Offices.
Keeps track of each C-File and assures that all are accounted for at all times.
Assures that all C-Files are returned to VARO in a timely manner.
Monitors the completion of all examinations and secures results for review in a timely manner.
Knowledge of, and is able to advise the veteran of the C&P process (*e.g. how to file a claim, what to expect of the process, possible timeliness, etc).
Informs the Supervisor of all problems or potential problems when they are first noted. He/she works with the Supervisor to correct problems.
Follows all clinic administrative requirements and assures that they meet established standards and are completed accurately within allotted time frames for each step in the examination process.
Receives all requests (2507's) initiated from VA Regional Offices for C&P examinations, prepares the request for initial review/orders by the clinician, schedules all appointments into VistA and notifies the veteran by telephone and mail of the appointment(s).
Assures that the veteran is given appropriate instruction for reaching the exam site and for completing any testing that may be required.
Work Schedule: Monday - Friday, 7:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performing the administrative operations of a program.
Knowledge of medical terminology.
Providing recommendation to clinical staff.
Determine appropriate evaluation based on information.
Possess good both verbal and in writing.
Ability to utilized VistA, CPRS, computers, printers and other office automations equipment.
Ability to carry out a variety of advisory and technical duties, including
Receiving and scheduling requests for Compensation and Pension (C&P) examinations,
Arrange/coordinate travel,
Lodging and reimbursement for travel,
Ordering lab, x-ray and other tests necessary for the examinations, servicing and clinic receptionist,

Physical Requirements: The duties and responsibilities of this position require some mobility between the C&P office and various other clinics/offices located at any of our Health Care System divisions, but generally the job is sedentary with some physical exertion, such as walking, bending, stooping, stretching, and lifting moderately heavy objects such as medical records. The position is far more demanding mentally than physically. It requires some emotional strength to work with a program that receives constant top management attention and must adhere to strict established timelines and to work with veterans and their families with complex debilitating illnesses who have monetary gain or loss at issue.
