This position is an accountant assigned to the Financial Management Service. The position serves as the primary back up to the Chief Accountant on accounting issues and assumes the majority of the Chief Accountant duties in their absence. The position is responsible for all professional accounting duties for the healthcare system.

Duties

The major duties of this position include but are not limited to: Provides technical assistance to the Financial Manager, Assistant Fiscal Officer, Chief Accountant and Budget Officer by independently accumulating, assembling, reviewing, and analyzing accounting reports and data. Assists in coordination of work activities and corrects workload deficiencies. Determines proper classification of documents and charges to accounts. Prepares accounting and budgetary reports as mandated by Central Office, Network and local management. Prepares various spreadsheets. Responsible to the Fiscal Officer for ensuring obligations do not exceed funds available. Actively contributes in the maintenance of a sound internal control system, which complies with provisions of the Financial Integrity Act. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023. Time-In-Grade Requirement: Current Federal employees and have held a GS-11 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. OR A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. AND Professional, comprehensive knowledge of, and skill in applying theories, practices, methods and techniques of accounting principles, and as required, auditing principles. Knowledge of Generally Accepted Accounting Principles, Generally Accepted Government Accounting Principles, and government accounting theories, principles, practices, and methods sufficient to make difficult and responsible accounting determinations within an automated accounting system. Knowledge of the automated Financial Management System (FMS) and fiscal account code structure to apply corrective action required to bring General Ledger Accounts and Trial Balances into agreement. Develops operating procedures for Accounting Technicians and support staff to prove the accuracy of adjusting entries and possesses the knowledge and ability to make recommendations to prevent future discrepancies. Knowledge and ability to resolve problems regarding out-of-balance conditions or erroneous input into the FMS accounting system. Ability to apply communicative skills in assisting and advising management officials with technical accounting matters and problems. Knowledge of depreciation principles and procedures. Understanding of internal control and auditing principles. Knowledge of ADP Security Program requirements within the VA Medical Center to safeguard unauthorized uses of ADP equipment. OR You possess one year at the next lower grade, GS-09, and possess a degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
