Duties

The incumbent serves as the Director, Division of Global Health Protection (DGHP) in the Global Health Center (GHC), with responsibility for planning, managing, and evaluating the programs of the Division. The incumbent directs and coordinates division activities in Atlanta and in international settings. Provides leadership on technical and programmatic issues, financial support and policy development. Actively engages with and supports work across the agency, global, division's branches. DGHP protects the health and well-being of Americans and populations around the world by collaborating with countries and partners to develop public health systems and workforce, improve technical capacity, conduct applied research, and assist during times of crisis. DGHP develops and maintains rapid detection and response systems for global public health emergencies. DGHP builds country capacity to prevent, detect, and respond to public health threats using scientific research and evidence-based approaches, such as Field Epidemiology Training Programs (FETP) and global disease detection centers. DGHP is a key factor in sustaining and strengthening strategic partnerships for global health security. Major duties include: The incumbent directs and manages the operations of the Division with primary responsibility for providing leadership and guidance to Division staff. Determines the division's overall policies and program objectives, developing operating plans, and evaluating progress. and approaches to be followed to achieve the missions of the division. As a senior member of the Center management team, participates in developing GHC program policy and objectives, short and long-term goals, program strategies, and operating policies. Advises the Center Director, CDC managers, Directors of various Centers, and other governmental and non-governmental agencies and departments about policy, research, and programmatic directions of the agency as they relate to national and international public health programs. Provides leadership for country-based and international coordination for disease detection, IHR implementation, public health emergency response and recovery, epidemic intelligence and rapid response capacity for early warning about international disease threats, and coordination with partners throughout the U.S. government and international partners. Provides resources and assists in developing country-level epidemiology, laboratory and other capacity to ensure country emergency preparedness and response to outbreaks and incidents of national, regional, and international importance. Leads CDC on the development of National Public Health Institutes and represents the Agency internationally and nationally at meetings involving DGHP activities and issues. Exercises leadership to ensure that all programs under his/her direction reflect the principles of diversity.

Qualifications

Current federal employees must be at or equivalent to the GS-14 grade level or above to be considered for this position. Basic Qualifications for RF-0602: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. Additional Requirements: In addition to meeting the Basic Requirements, applicants must also meet the following: Five years of graduate training in the specialty of the position to be filled or one year of specialized experience which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as experience supporting and establishing strategic partnerships for global health security, as well as planning, managing, organizing, and/or directing programs. Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a positive education requirement. Applicants are strongly encouraged to submit transcripts or a list of applicable courses with their application package.
