The Supervisory Program Specialist provides direct staff support to the top management team responsible for planning, organization, development, direction and evaluation for the Clinical Director of the Compensation & Pension (C&P) Program which includes: C&P, Care Giver Assessments, Employee and Occupational Health Program and Environmental Registries.
Duties
Major Duties:
The incumbent supervises the general management for the Clinical Director C&P Service. The Clinical Director C&P Service's primary purpose is to provide examinations for veterans referred by the Veterans Benefit Administration for rating purposes, Employee Health Services for VA Portland staff and registering and evaluating Veterans signing up for Environmental Health Registries and Veteran Caregiver evaluations. The incumbent is responsible for administrative oversight of Clinical Director C&P Service and immediate supervision of administrative staff in the Clinical Director C&P Service.
The manager is expected to work in collaboration with the leadership for all locations within VAPORHCS. He/she develops internal metrics and productivity standards as well as tracking mechanisms for professional and administrative staff. Provides technical training to medical personnel assigned to the Clinical Director of C&P Service. This person will oversee the monitoring, maintenance and tracking of all statistical information and will provide projections for future activities as changes in the program requirements occur. The incumbent in conjunction with the Clinical Director are the liaisons between VA Headquarters, the Veterans Benefit Administration, the Veterans Integrated Service Network (VISN) 20 office and the national C&P Examination Program. Incumbent provides assistance in resource utilization, strategic planning, and organizational development. This will include the development and implementation of evaluation instruments, setting up and maintaining databases and tracking data completion. Incumbent will assist in managing the service's administrative infrastructure, by applying statistical analysis of program methods, procedures and systems in order to continually identify areas of improvement and develop plans to implement changes when needed. Evaluates circumstances and develops, refines or revises operational procedures as needed. Works in collaboration with Clinical Director to perform medical review of examinations for completeness and accuracy and provides feedback for quality control and supervisory purposes to VA physician providers.
The incumbent serves as the COTR (Contracting Officer's Technical Representative) for all the contracts for C&P Service. This duty includes monitoring performance of Contract or reviewing, and approving reports, proposals and staffing submission related to the contract(s).
Under the direction of the Clinical Director of Clinical Director C&P Service, the incumbent is responsible for leave administration, incentive awards programs, motivation and morale, administrative disciplinary actions, recruitment and placement, position management and classification, preparing position descriptions, overseeing semiannual and annual evaluations, counseling employees whose performance is marginal or unsatisfactory and implementing continuing education activities. The incumbent is also responsible for ensuring policy adherence task reviews, delegation of work developing and managing databases necessary for tracking training/participation and making recommendations as to funding and policy issues based upon the information collected.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluating circumstances and develops, refines or revises operational procedures as needed. Analyzing for accuracy budget requirement requests, estimates, and narrative justifications for budgetary planning purposes as well as evaluating trends for the various programs of the facility for each fiscal year. Supervising clerical and clinical support staff by evaluating and managing flow of work within the administrative office. Performing a range of direct supervisory duties over medical support assistants or clinical staff and directing work, assigning tasks, evaluating work performed, advising employees, and ensuring adequate training of subordinates. Developing short and long range plans for the accomplishment of clinical service goals and objectives with department leadership and obtaining approval before implementing change management programs.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
OR
Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed graduate level education beyond a masters degree and experience may be used to meet total qualification requirements for the GS-11 level. Only education in excess of 2 full years (36 semester hours) of progressively higher-level graduate education may be used to qualify. To determine if you meet combination requirements, total your qualifying experience as a percentage of the experience required for the grade level. Then total your graduate level education as a percentage of the education required for the grade level and add the two percentages. The total percentages must equal at least 100 percent to qualify for the GS-11 level. Please see the Education section for an example of combining experience and education. Preferred Experience: Supervisory experience, knowledge of working in a clinic setting. Knowledge of software for HR, Clinic maintenance and reporting. Knowledge and understanding of metrics used by the VA for patient care. Demonstrated success in the areas of office and team management. Knowledge of overseeing and preparing budgets and software used for this task.

Physical Requirements: The workplace is in an office where there are normal, everyday risks and involves no particularly special physical demand on the incumbent. The work includes some walking, standing, lifting of light items (i.e., books, small equipment), phone use, general clerical work and equipment use.

Combination Example for GS-11: The position to be filled is a Supervisory Program Specialist, GS-0301-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.
