The Department of Energy (DOE), Office of Inspector General (OIG) is looking for an Assistant Inspector General for Audits in our Washington, DC office. Join our professional team of auditors, criminal investigators, and inspectors who help support DOE's mission through performance and financial audits, inspections of management issues and administrative allegations, and investigations into alleged violations of law.

Duties

As the Assistant Inspector General for Audits, you will: Manage the day-to-day operations of the audits program. Provide policy direction, guidance and staff supervision for all audits conducted. Identify, develop, and justify staffing requirements and maintain responsibility for hiring, evaluating, and providing employee development to individual staff members. Advise the IG, DIG, and senior leadership of policies, processes and procedures designed to address strategic oversight objectives. Present recommendations and courses of action affecting long range issues or problems pertaining to OIG components and policies, reflecting a diversity of stakeholder positions. Analyze existing policies, processes, and practices; challenge current processes; identify latest trends and evaluate benefits against OIG requirements; develop a plan of action and baseline of requirements for implementing change recommendations; and consider the customer experience in recommending and implementing change. Prepare information on audit activities for incorporation into the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Annual Report and for special audit reports requested by Congress. Prepare budget data to support request for Audits and monitors the Audits annual budget; performance measure data to support the annual performance report requests for the Office; and prepares input to the semi-annual report to Congress. Design and implement strategies which foster high ethical standards in meeting the OIG's vision, mission, and goals. Evaluate activities of Office of Audits audit-operating elements against plans and assures that professional standards are maintained in all audit activities.

  • Successful completion of a background and security investigation.

  • Drug testing required. The selectee must test negative prior to appointment and will be subject to random testing. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service.

  • PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed at the GS-15 level or a higher grade level equivalency. These qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). Please ensure you submit a complete and detailed answer for each mandatory qualification. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Your application must demonstrate that you possess these qualifications. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities. Executive Core Qualifications (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages. There are five ECQs: ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: Knowledge and ability to direct the operations of a nationwide Office of Inspector General audit program, including establishing efficient and effective organizations with clearly defined responsibility, authority, and accountability; managing human resources to recruit and develop staff to perform at a high level of competence; and measuring and improving organization performance. Possesses and applies broad knowledge of Federal finance and operations for the purpose of developing risk-based audit plans and oversight approach and for conducting highly complex reviews and audits of diverse, geographically dispersed programs and operations. Demonstrated experience in managing teams that perform a full range of highly complex audit and review work. Such work routinely involves program operations, system development implementations, and program financial administration. Expert knowledge in leading the development of high-quality work products (e.g. audit reports, testimony, correspondence, briefings) that are in conformance with government audit standards, and CIGIE audit standards; are submitted timely; and are complete, accurate, well-written, and responsive to the goals and objectives/priorities of the Inspector General, the Department, Congress, and the public. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

Education

1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
