The Strategic Business Unit in Louisville, KY is looking for a customer service champion who enjoys working with a diverse team in a moderately paced office environment to serve on our Employee & Labor Relations team. In this role you will be the primary contact for certain programs within ERLR in addition to working first hand with a HR Specialist dealing with various situations and programs.
Selected applicant will be expected to physically report to Louisville KY medical facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-6 position you must have served 52 weeks at the GS-5.
For a GS-7 position you must have served 52 weeks at the GS-6
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-5
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience tracking, coordinating, updating, editing, compiling and maintaining files and records; clerical and administrative skills such as records management; skill in using computer applications for functions such as word processing, spread sheets and database management; skill in time management, multi-tasking and organization; and communication and interpersonal relation skills sufficient to appropriately and courteously relate to internal and external customers both verbally and in writing. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of at least a full four-year course of study above high school leading to a bachelor's or higher degree with major study or at least 24 semester hours in subjects directly related to the position. OR,
Combination: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of undergraduate education in excess of 60 hours (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100% to qualify.
GS-6
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting HR staff in routine reports and correspondence in order to ensure program requirements are met; maintaining files, databases, systems and correspondence for each program for HR staff to access when needed; carrying out basic assignments as instructed by HR staff; providing assistance to HR staff concerning the administration and control of HR programs, such as awards, performance, competencies, disciplinary/adverse actions, leave administration, telework, reasonable accommodation, etc.
GS-7
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing routine assistance and support to ER/LR staff in the management of programs (e.g. employee/labor relations, performance/competencies, awards, disciplinary/adverse actions, leave administration, benefits and other related matters); assisting ER/LR staff in the development and maintenance of reports, databases, correspondence, reports, competencies in order to ensure it meets policies and requirements; carrying out familiar assignments in accordance with previous instructions and standard procedures creating documents, entering/retrieving data and established use of software packages; providing assistance in program areas with coding, records, maintenance and technical review of forms; assisting ER/LR staff by developing case files, drafts, evidence packages and suspenses to ensure compliance with Master Agreement; providing accurate and current information to employees, supervisors, ER/LR staff and senior leadership on program requirements; preparing, proofreads, prints and distributes necessary documents concerning disciplinary/adverse actions; resolving minor problems pertaining to employees' problems concerning conduct, dissatisfaction, poor work habits, tardiness and absences; processing requests for changes to tours of duty and leave administration; preparing employees' requests for information pertaining to earnings, employment history, reason for separations, etc.; preparing announcements to communicate program information, requirements and deadlines to employees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conference, meetings, etc., and occasional visits to activity work sites. This position requires the set up and break down of local award ceremonies i.e. presentation of longevity pins, etc.
