As an Management and Program Assistant at the Lexington VA Healthcare System in Lexington, Kentucky with responsibilities for environmental care activities within the Environment Management Service (EMS) under the supervision of the Administrative Officer, Environmental Management Service. Responsibilities include a variety of administrative and environmental care duties related to environmental sanitation, waste management, textile/linen management, pest control, and other EMS functions.
Duties
Duties include but are not limited too:
Creates reports, analyzes data, and makes recommendations to EMS Management.
Prepare correspondence covering subject of an administrative nature, both internal and external.
Establishes and maintains office files and records.
Receives and logs outgoing correspondence, reviewing it for correct format, punctuation, spelling, grammatical accuracy, factual correctness, enclosures, dates, signatures, complete addresses, etc.
Effectively enhances the ability of the office to support overall mission requirements through developing methods for automating administrative data collection requirements and reports considering the interrelationships of reports and multiple uses of data.
Prepares quick order requests for office supplies and prepares supply requests.
Maintains a continual accumulation of all types of data for use in preparation of a variety of reports.
Operates personal computer terminal to prepare a variety of narrative and tabular material (e.g., correspondence, reports, technical papers, charts, statistical tables, manuals, travel orders, messages and other documents) involving the common terminology of the unit for which the work is done and requiring accuracy in spelling, grammar, and syllabication.
Updates timekeeping program in accordance with local facility requirements.
Assists management with developing budgets and resource allocation for EMS.
Prepares, conducts system reviews, and updates to meet compliance with regulatory bodies.
Develops and implements procedures, policies, and practices that meet requirements of VHA and other applicable accrediting bodies.
Tracks and monitors training requirements of staff and reports findings to supervisory staff.
Schedules EOC round, uses data from automated systems for tracking and trending deficiencies to closure.
Prepares PIV and IT requests for employees to gain system access.
Inputs work orders using automated work order system.
Assists with planning, development, coordination, reviews, and monitors all EMS training/education program activities and coursework for employees.
Corresponds verbally and in writing with Human resources.
Work Schedule: Monday - Friday, 7:00am to 3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.
Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions.
OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-06.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
In addition to meeting the time-in-grade requirement, applicants must also meet the following specialized experience:
Specialized Experience is defined as: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience is defined as creating reports, gathering data, and successfully transmitting it into reports for upper-level management. Analyzing data and providing detail reports on the data. Scheduling meeting and completing timekeeping functions and helping with budget management as well as monitoring supply and equipment levels. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work performed is sedentary in nature and requires no special demands.
Work Environment: Work is performed mostly in an office setting which is adequately lighted and climate controlled.
