You will serve as an Engineer/Scientist in the Testing, Evaluation and Prototype Division of NAVSURFWARFCTR PANAMA CITY DIVISION.

Duties

You will lead a diverse team of scientists, engineers, technicians, and analysts in the execution of Test and Evaluation activities. You will act as a subject matter expert and provide technical written inputs into NSWC PCD Test and Evaluation policies and processes for continuous improvement initiatives. You will mentor Apprentice, Journeyman, and other Expert Test Directors to ensure safe and efficient testing and knowledge transfer across the Testing and Evaluation workforce. You will advise others based on your knowledge and experience with varying levels of DoD, DoN, and NSWC PCD Test and Evaluation policies, processes, and procedures, and how they apply to testing of various systems. You will represent Naval Surface Warfare Center Panama City Division to sponsors and external organizations on all matters involving Test and Evaluation strategies, planning, execution, data collection, analysis, and reporting. You will develop, present, and support Test Readiness Reviews at the project, sponsor, and Senior Leadership level. You will identify gaps and weaknesses in Test and Evaluation strategies and training and develop solutions alongside the Test and Evaluation Competency Lead for incorporation. You will execute the full range of Test and Evaluation functions throughout the programmatic life cycle (i.e., requirements definition, design, fabrication, integration, testing, production, and sustainment). You will support the trace of requirements from high level documents (TEMP/CDD/CPD/SRVM) and be able to design tests to verify requirement objectives are met through the methods of test data collection and analysis. You will speak authoritatively both orally and in writing at all levels of the organization (including Flag Officer and Senior Executive level) and have the ability to develop succinct and organized written correspondence, plans, and briefs.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR ND-05 (GS-14/15 equivalent): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower level pay band, ND-04 (GS-12/13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer or Scientist providing leadership of technical or administrative management of test and evaluation engineering projects or programs for an organization. Examples of qualifying experience related to test and evaluation may include: 1) Development of test strategies based on mission system higher level requirements. 2) Developing and modifying execution plans for an engineering project or program to ensure quality, accuracy, and adequacy of test design for follow on analysis; or 3) Performing organization and administrative management of test programs developing personnel resources and technical capabilities in support of mission systems testing. For the ND-0180, Professional Psychology Series.
- successfully completed a degree with a major or equivalent in psychology for all specializations.
OR
- successfully completed all the requirements for a doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.
OR
- successfully completed 2 full academic years of graduate study directly related to professional work in counseling psychology, or successfully completed all the requirements for a master's degree directly related to counseling psychology in an accredited educational institution.

For the ND-0801, Professional Engineering Series.
- successfully completed a bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
- combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor?s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor?s degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the ND-1515, Professional Operations Research Series.
- bachelor's or higher degree in operations research.
OR
- successfully completed a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

For the ND-1550, Professional Computer Science Series.
- bachelor's degree in computer science.
OR
- bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
