The primary purpose of this position is to provide senior professionals technical expertise in computer science, computer engineering, and related disciplines. The principle focus of this position will be in proving computer and network engineering, software engineering and high performance computing support to test and evaluation customer organizations.
Duties
Provide technical leadership to a professional staff and serve as the authority for computer science and/or computer engineering in support of customer organization across Eglin, consistent with mission. program and resource objectives.
Serve as a recognized network, and computer systems engineered consultant and expert with responsibility for providing technical leadership for these activities.
Assignments may originate form supervisory authority, through customer request or be self-initiated.
Serve as a functional specialist for evaluation or contractor performance in the Computer Sciences and Engineering, Software Engineering, information Technology and Information Services areas.

- Position requires a Bachelor's Degree in Computer Science or Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science.
- At least 15 of the 30 semester hours must have included any combination of statistics, and mathematics that included differential and integral calculus. All academic degrees and course work must be from an accredited or pre-accredited institution.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: I have or will have within 120 days of closing of this announcement, 1 year of specialized experience at the next lower grade GS-12 in Federal service or equivalent in other pay systems. Examples of specialized experience includes mastery of professional knowledge in advanced concepts, principles, practices, methods and techniques of computer science or computer engineering to serve as a technical expert in their field. In-depth understanding of computer systems capabilities to enable leadership of studies involving senior scientific and managerial personnel to find solution to crucia1 problems, using either process or technology changes. Extensive knowledge of and ability to keep abreast of state-of-the-art development in the field of information technology necessary to evaluate emerging technologies and prototype programs and guide their employment. Mastery of professional skills sufficient to modify and extend theories and/or practices in the specialty field including related engineering and scientific disciplines. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of computer trench, computer and information systems products and services and demonstrated skill in identifying and solving communication, computer, and data management problems with innovative solution, that improve customer service.
Ability to lead, mentor, and motivate subordinates; communicate technical information simply and understandably to senior level personnel; and establish and maintain effective working relationships with multi-disciplinary subject matter experts.
Knowledge of AF and DoD regulations, instructions and procedures that govern planning. programming and execution of a complex communications and data management program.
Broad knowledge of contracting regulation, practices, and procedures.
Knowledge of AP and DoD military communication and data management organizational relationships and systems.
Professional skill and ability to communicate effectively, both orally and in writing, for briefings, negotiating complex issues, and maintaining good working relations.
Ability to manage and execute technical complex, software and/or systems engineering projects.
Ability to establish and maintain relationships with key individuals/groups outside of the immediate work unit and serve as spokesperson for the organization using a high degree of tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
