This is a Direct Hire Authority (DHA) solicitation utilizing DHA for DIB-MRTFB. About the Position: The position is responsible for the following programs: Operational Forces Medical Liaison Service (OFMLS); Medical Transition Company. Provides assistance in answering congressional inquiries regarding any aspect of the OFMLS program and serves as Officer in charge of Medical Transition Company, Naval Hospital Jacksonville, FL.

Duties

Coordinates timely access and health services referrals for the operational forces, in consideration of deployment schedules and operational tempos. Incumbent is responsible for coordinating a multidisciplinary, collaborative approach to managing the health care needs and medical administrative services for operational forces with a quality-conscious, cost-effective manner. Provides follow-up information to operational Medical Department Representatives (MDRs) on medical evacuation patients, admissions and dispositions, and limited duty boards. Develops a program to identify and resolve pending medical issues with units nearing deployment date. Contacts or visits each command returning from deployment within 24 hours of return to ensure each command is aware of available medical and support services and to assist with access to care needs. Liaises with NHJAX directors and command staff to develop and maintain an in-house listing of key points of contact for NHJAX clinics and specialty areas. Conducts site visits; provide guidance and oversight of five Branch Health Clinic's Operational Fleet Medical Liaison Services programs. Educates MDRs regarding required TRICARE procedures, and access to health care in the local region. Must possess thorough knowledge of DON and DOD regulations pertaining to the care and hospitalization of active-duty patients and knowledge of military operations, readiness programs, and administrative requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent must receive and maintain appropriate vaccination against seasonal influenza and be immunized on an annual basis.
  • Incumbent is required to carry a cell phone or pager for 24 hours of contact but is not designated oncall.
  • Valid Driver’s license is required as incumbent may have to travel to civilian and Veterans’ Affairs Health Care/Medical Treatment facilities.
  • Must be able to obtain and maintain eligibility for a security clearance.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience performing most of the following tasks which includes: conduct operations as a mobilization and deployment manager; support commands during Readiness Processing operations for pre-deployment; serve as a liaison between the patient and the healthcare delivery system; and/or prepares responses to Presidential and Congressional inquiries. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Healthcare Administration, Public Administration, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
