The primary purpose of this position is to perform the full range of military himan resources duties for the J1 of North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM).
Duties
Plans and implements the military strength personnel operations within HQs, NORAD and USNORTHCOM
Performs management advisory services on assigned programs
Participates in special initiatives, studies, and projects
Prepares effective written correspondence and oral presentation of information

- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and
- (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center,
- Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
- Employee may be required to work and/or be ?on call? after normal duty hours, which may include evenings, weekends or holidays. This position is subject to uncommon tours of duty, shift work, and overtime may be required.
- Travel by regularly schedules commercial or military conveyance in accordance with Joint Travel Regulations may be required in performance of temporary duty (TDY).
- Incumbent may be required to drive to other installations to attend meeting conferences.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of military personnel management concepts, regulations, requirements, policies, procedures and precedents and related legislation sufficient to solve a wide range of complex, interrelated human resources management problems and issues. Thorough knowledge or military personnel management concepts, regulations, requirements, policies, procedures and precedents and related legislation sufficient to apply a variety of military personnel programs for officer and enlisted personnel and to advise the Commander and subordinates on military personnel matters.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position from an accredited university or college. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military personnel management concepts, regulations, requirement, policies, procedures and precedent and related legislation sufficient to solve a wide range of routine to complex, interrelated human resources management problems. In addition, when applying those rules, operations instructions, etc the incumbent must be able to apply a high degree of judgment and follow the protocol driven guidelines necessitated by the working management area.
2. Ability to provide information and referral services to senior level staff, employees, and human resources personnel liaisons.
3. Ability to maintain harmonious relations with senior staff, managers, supervisors, employees, co-workers, subordinate unit personnel, and others to ensure cooperative resolution of conflicts, and to provide effective coordination of activities.
4. Knowledge of problem solving and conflict resolution techniques sufficient to interact in highly-charged, fast paced and demanding environment.
5. Knowledge of the automated systems supporting Military Personnel Programs, such as the Services Personnel Data Systems and JS Electronic Joint Manpower and Personnel System (eJMAPS).
6. Ability to effectively utilize automated information systems to conduct analysis, process information, and generate reports. Skill in written and oral communication to present briefings, issues and recommendations and to resolve problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

- Branch of Armed Forces
- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
- Must be certified within 120 days of anticipated discharge
- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
