This position is located in the Bureau of Land Management, Branch of Land, Mineral, and Energy Resources. The primary purpose of this position is to serve as a senior technical specialist contributing significantly to the Lands and Realty program on a national level as well as within Oregon/Washington.

Duties

At the full performance level the major duties of this position include, but are not limited to the following: Serving as the supervisor of Oregon/Washington State Office Lands and Realty team and the senior technical specialist for Lands, Realty, and the Oregon and California Re-vested Lands Reciprocal Right-of-Way Program (O&C RROW) in Oregon/Washington with Statewide and National responsibilities. Providing technical, operational, and managerial advice and assistance on lands, realty, and O&C RROW issues to the State Director, district offices, field offices, Office of the Solicitor, the Lands and Realty team, and other agency officials on a variety of complex multiple use issues, as well as on all aspects of the lands and realty program. Developing and maintaining working relationship and coordination with other agencies to assist with acquisitions, withdrawals, patents, land status, sales, and exchanges. Providing supervision and leadership to subordinate employees assigned to the Lands and Realty team; determining work to be accomplished by subordinates based on instructions and program goals; and adjusting schedules, completion dates and priorities to accommodate changing workloads. Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees; evaluating work performance of subordinates; developing performance standards; identifying developmental and training needs of employees; and providing or arranging for needed training for realty processes statewide. Reporting to the Branch Chief for Lands, Mineral, and Energy Resources concerning employee contributions to completion of programs goals; and evaluating staffing requirements and skills needed to complete work, skill requirements, and/or training to complete program goals.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the specialized experience described below: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Providing direction and guidance in processing lands and realty actions to a variety of internal/external stakeholders; (2) Conducting project management activities such as project planning, development/design, cost estimations, performance evaluation, and acquisitions; (3) Researching legal precedents to develop courses of action and/or policies for dealing with lands and realty issues; (4) Identifying and working with internal/external stakeholders to resolve conflicts in regulations, policy and/or procedures related to lands and realty actions; and (5) Performing a full range of supervisory duties, including planning, organizing, directing, and evaluating the work of subordinate staff members.
