As an Appraiser, you will serve within the Office of Portfolio Management & Customer Engagement (OPMCE), in GSA's Public Building Service, National Capital Region as an expert in the valuation of real estate.OPMCE is responsible for establishing strategic direction for asset and portfolio management that leverages market opportunities, improves asset operations and performance, and meets customers’ needs by delivering excellent customer service.

Duties

Develop and present valuation analyses and advice. Provide input in the development and implementation of real estate valuation policy initiatives. Establish long-range strategies and plans for optimizing portfolio and asset performance. Coordinate with Portfolio Management personnel in developing investment strategies and plans, including development of investment proposals, allocation of capital, and raising capital, and disposition of assets. Design and acquire advanced methods/tools for financial analysis of real estate including, but not limited to, life-cycle cost-benefit analyses, net present value, internal rate of return, net operating income, discounted cash flow, time financing of capital assets and other valuation and analytical techniques. Develop portfolio performance measures consistent with public and private benchmarking practices ensuring consistency with management goals. Review portfolio performance and recommend corrective action to management based on findings.
