About the Position: The U.S. Military Entrance Processing Command, headquartered in North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces. The command, through its 67 military processing locations (Military Entrance Processing Stations (MEPS)/Remote Processing Stations (RPS)), determines whether applicants are qualified for enlistment based on standards set by each of the services.
Duties
Serves as Contract Officer Representative (COR) on a variety of contracts and/or task orders on all phases of the contract life cycle for USMEPCOM and subordinate units.
Utilizes knowledge of federal procurement and/or contract administration procedures in accordance with the Federal Acquisition Regulation (FAR) law.
Apply data collection techniques to identify data trends to recommend changes in operating procedures and to provide advice to the supervisor.
Extract and studies necessary data to prepare various forms and reports relative to the management, administration, and oversight for requirement and procurement management.
Facilitate, coordinate, develop, and manage the lifecycle of all command requirements that result in the procurement of services; coordinates for purposes of governance and oversight Command requirements for supplies and construction.
Build and maintain good working relationships with stakeholders, servicing acquisition authorities, and customers. Fosters a work environment of transparency and cooperation.

For GS-09:
Specialized Experience: One year of specialized experience which includes proofreading documentation for consistency with policies, guidelines, and procedures; assisting with selecting appropriate contract types that support mission requirements, and preparing determinations and findings for management, customers, and stakeholders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, accounting, marketing, statistics, production management, industrial management, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For GS-11:
Specialized Experience: One year of specialized experience which includes Federal Acquisition regulations (or similar), contract law, and procedures applicable to acquisition and contract administration; Cost/price analysis techniques used in evaluation of contractor proposals, change order proposals and to conduct negotiations; Negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications and settlements.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, accounting, marketing, statistics, production management, industrial management, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For GS-12:
Specialized Experience: One year of specialized experience which includes evaluating documentation for consistency with policies, guidelines, and procedures; providing advice and guidance on contract acquisition, and composing presentations for senior level management, customers and stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11]).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for GS-09, GS-09 for GS-11 or GS-11 for GS-12).
