The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, and exercising control over non-supervisory employees assigned to a Accounting Division and as a Supervisory Systems Accountant supporting complex accounting operations, systems accounting and design/developmental functions, and financial audits and reports.

Duties

Plans, organizes, and directs the activities of the organization, ensuring that financial management/accounting functions comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and financial management objectives. Researches, interprets, analyzes and applies financial management guidelines, policies, regulations, etc. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Represents AFDW /FM with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with SAF/FM, SAF/AA, SAF/AQ, DFAS, National Capital Region customers, other MAJCOM financial offices. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Serves as an Air Force Senior Systems Accountant performing professional accounting work requiring the application of accounting principles, theories, concepts, and practices to ensure that financial management and accounting systems produce accurate results and meet legal requirements. Applies considerable ingenuity to solve a wide variety of complex systems problems where no clear precedents exist. Monitors the execution of client budgets via frequent analysis of commitments and obligations incurred and actual expenditures for different sources and types of appropriated funding (direct and reimbursable) including: annual, multi-year, and no-year appropriations.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Basic Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing extensive professional knowledge of fiscal law, financial accounting systems, financial principles, and budgetary/proprietary accounting theories and techniques to analyze and evaluate continual changes in program requirements and their effect on financial, accounting and budget program milestones; knowledge/ability to perform quality assurance tasks; and serve as Systems Administrator and operator. Expert ability to operate and maintain Air Force automated data/accounting systems (DEAMS, ABSS, GAFS/BQ, IAPS, FMS11ite, DTIM, CRIS, WA WF, EDA, EDM, and the EFR), and to effectively train personnel on the systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the laws regulations governing Air Force Financial Management, and of accounting principles, concepts, practices, and systems; and knowledge of general fund, revolving, and appropriated fund Air Force financial/accounting procedures. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Expert knowledge of Air Force Accounting and Finance systems: Defense Enterprise Accounting Management System (DEAMS), Automated Business Services System (ABSS), General Accounting and Finance System/Base Query (GAFS/BQ), Integrated Accounts Payable System (IAPS), Wide Area Work Flow (WA WF), FMSuite, DFAS Transaction Interface Module (DTIM), Commander's Resource Integration System (CRIS), Electronic Document Access (EDA), Electronic Document Management (EDM), and the Electronic File Room (EFR) and the Air Force organization's business practices pertaining to such matters as accounting support within varied processing centers, while proficiently accommodating the needs of division management and serviced organizations. 6. Expert knowledge of the composition and needs/requirements of the Air force Resource Management, Acquisition, and DF AS arenas; enabling keen awareness and integration of the FM accounting roles in order to professionally service the overall environment. Skilled in Quality Assurance, possessing knowledge and experience with Performance Indicators, Internal Control Reviews, Self-Inspections, Discrepancy Tracking, Auditing/Audit Liaison, Training Program, operational metrics, specialized reporting, QA meetings/briefings, and the Financial Advisor Role. Ability to generate and interpret Air Force financial/accounting reports, schedules, and statements and ability to analyze highly complex problems to identify significant factors, gathers pertinent data, and recognize/implement solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
