This position is in the US Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration's (PHMSA) Office of Hazardous Materials Safety (OHMS), Operations System Division, Research, Development and Technology (RD&T) Branch.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience applying hazmat program management principles and practices relating to the R&D identification and development.
Experience in the R&D development and application of systems and/or marketing programs or other hazmat programs.
Experience managing and/or leading a technical hazmat training or other hazmat program that may include strategic planning, budgeting, R&D program/policy development, implementation, and evaluation.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Program Management - Knowledge of the principles, methods, and tools for the coordinated management of a program to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance). Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
Communication and Leadership - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
