The primary purpose of this position is to manage and direct the functions of the Financial Management and Comptroller Office for an Air Force Wing; including coordination and development of the complete financial program throughout the organization; with subordinate groups and squadrons, and supported tenant or associate units. Performs the full range of management and supervisory duties as a second-level supervisor
Duties
Plans, organizes, and directs the activities of 910 AW/FM, ensuring that 910 AW/FM complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities
Represents 910 Airlift Wing with a variety of installation and functional area organizations

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicant must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes knowledge of accounting theories, practices, methods and techniques as well as knowledge of budgetary policies, precedents, goals, objectives, regulations and guidelines. Also, the ability to interpret new policies and directives as they apply to financial management to meet long and short-range goals.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of budgetary, accounting, or financial management functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the unit; in order to develop, coordinate, and maintain an integrated system of financial services.
2. Knowledge of financial management and organizational systems and techniques, mission and functions of the organization, and program activities to analyze and interpret financial data/reports, schedules, etc
3. Knowledge of automated data processing concepts, system capabilities, and economic usage to effectively and efficiently complete assignments
4. Skill in planning, organizing, and conducting special/recurring projects and assignments to ensure accomplishment of program directives and to meet deadlines
5. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships
6. Ability to plan, organize, and direct the functions and staff of the organization as a second level supervisor; including ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
