The primary purpose of the position is to support the organizational goals of the ENR division. AFTC/ENR is responsible for AFTC's science and engineering workforce development, resource management, and advocate for science and engineering career fields across the Center.

Establishes and executes talent management focused data analytical profiles by developing and implementing databases, data collection systems, data analytics and other strategies used to optimize statistical efficiency and quality of human resource programs for AFTC. Utilizes mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems as it relates to S&E workforce development. Interprets data, analyzes results using statistical techniques and provides ongoing reports to assist with or improve the efficiency of functionally aligned programs. Provides technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations. Briefs representatives of serviced organizations and serves as a data analytics advisor/expert while representing the Directorate at meetings, conferences, and working groups Utilizes mathematical and statistical techniques, elements of operations research theory, engineering knowledge and innovative efforts to develop new solutions to previously highlighted and/or new problems or problems which may be totally lacking in precedent. Initiates and formulates plans and carries out project(s) through extensive and specialized original performance analyses and evaluations.

See sections on "College Transcripts" and "Foreign Education" below for required documentation.):To view qualifying educational requirements and/or combination of education and specialized experience click on the following: here Basic Education Requirement: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. AND Additional Qualification Requirement (Specialized Experience): Must have at least 1 year of specialized experience at the next lower pay band (NH-02), grade level (GS-11) or equivalent serving as an Operations Research Analyst performing professional and scientific work requiring systematic, critical, intensive investigation into a subject in order to develop the principles, criteria, methods, and data to be used in support of projects or problem solving studies. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. 1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; all aspects of support. Includes knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 2. Ability to identify, analyze, and translate complex information, make appropriate judgments, evaluate options; to adjust work operations within the duties of the position to meet program requirements and organizational objectives as needed. 3. Skill in use of various analytical tools, databases, and management tools applicable to the duties of the position, as well as with word processing and presentation software. 4. Ability to coordinate teams, lead groups, gain consensus, and build networks, across the Center and Command, in support of organizational goals commensurate with the duties of the position. 5. Ability to communicate effectively, both orally and in writing. 6. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities. 7. Knowledge of quantitative techniques, methods and tools used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. 8. Skill to negotiate and/or defend findings and program support concepts. 9. Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques using various software programs 10. At least 3 years of experience in the use of various analytical tools, databases, and management tools applicable to the duties of the position. 11. Ability to work independently and deliver strategic guidance on assigned tasks while also providing tactical support. 12. Ability to work with directorate leadership to accomplish assigned tasks to include developing monthly status reports and briefing at weekly staff meetings.
