About the Position: Incumbent serves as Supervisory Resident Engineer of the NFSS ITO Construction Section within the Buffalo District.

Duties
Plans, directs and coordinates office and field engineering and inspection activities through a staff of engineers, technicians, construction representative or other disciplines.
As Administrative Contracting Officer and/or Contracting Officer’s Representative, exercises delegated authority to direct work changes and negotiate and resolve contract modifications.
Participates in design review meetings with agency designers and/or architect engineers.
Plans and directs local training to assure that all construction performed under surveillance is accomplished in accordance with contract plans and specifications.
Writes project reports to keep higher organizational levels informed of progress, delays, status, pay estimates and change orders.
Plans and oversees pre-final and final inspections with Project Delivery Team (PDT) and preparation of deficiency lists requiring correction and directs Contractor accordingly.
Oversees the preparation of construction progress reports and takes action with contractors as required to maintain contract schedules.
Administers the District safety program at the projects and enforces applicable safety rules and regulations while furthering the expeditious conduct of the work.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require TDY of up to 25% of the time.
- Must obtain and maintain a Professional Level Contracting Certification within 24 months of EOD.
- The following Professional Registration is required for this position: Professional Engineer Licensed (PE).
- Appointment may be subject to 1-year supervisory probationary period.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R.
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes performing contract administration and construction management duties involved with administering construction and remedial services contracts, construction oversight, and negotiating contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service. Makes thorough study of plans and specifications to obtain knowledge of construction requirements and design criteria; Reviews and analyzes contractor plans and submittals for approval action; Develops Quality Assurance Plans for specific projects; Conducts detailed inspection of construction activities for overall compliance with plans and specifications; Promotes safety in construction operations and ensures compliance with safety regulations; Acts as mentor over lower graded engineers and construction representatives and provides
