About the Position: Serves as a Project Manager, under the direction of the Master Planning/Business Operations Division Chief, Directorate of Base Operations. Position integrates approved projects and validated customer requirements into a comprehensive project management/execution plan that is fully coordinated with all contributing agencies, organizations, and functional elements.
Duties
Coordinates, manages and reports project milestones and budgets from planning through construction, project acceptance, and initial operations.
Monitors progress and measures performance to assure that commitments of all parties are being maintained.
Prepares, plans, produces maintains and updates a variety of maps, drawings, plans and other graphic representations displaying layers and attribute data from databases, using cartographic techniques to represent spatial data.
Obtains and maintains the commitment to the project management/execution plan from all required parties, including customers, leadership, and supporting installation organizations.
Ensures the accuracy project data within the applicable databases and automated information systems, such as GFEBS C-Projects and Program Administration and Execution (PAX).
Primary point of contact for projects assigned with customer; Federal, state, and local government agencies, interest; other external organizations, and higher authorities.
Develops and maintains data layers, using GIS tools, CAD Tools, and relational databases.
Performs detailed spatial analysis including notifications, buffering, and zone consolidation; manipulates images for electronic mapping.
Duties involve regular and recurring visits to construction sites. Such visits require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, hard hats, and observance of appropriate safety precautions.

GS-09 Level: Specialized Experience: One year of specialized experience which includes interpreting prints, plans, and/or specifications to layout and install utility systems such as heating, plumbing, air conditioning, electrical, etc. Inspecting and testing utility systems to identify and correct deficiencies. Taking corrective action to bring utility systems into compliance with codes and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Two full years of graduate education or a master's degree in a field directly related to the work of the position of Engineering Technician.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
GS-10 Level: Specialized Experience: One year of specialized experience which includes reviewing engineering designs or drawings to organize data for project planning purposes. Conducting onsite surveys of facilities to determine resource requirements for construction or renovation projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
GS-11 Level: Specialized Experience: One year of specialized experience which includes preparing plans, specifications, and cost estimates for new construction or major modification of utility systems. Advising on and/or resolving difficult issues related to architectural, mechanical, electrical and engineering renovation and construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
GS-12 Level: Specialized Experience: making design changes to overcome deficiencies or improve buildings and structures incorporating budgetary and space constraints. Preparing design and specifications for facility engineering projects which may include heating, plumbing, air conditioning, or ventilating. Develop cost estimates for competitive bidding for construction operations. Analyzing project requirements, technical features, drafting, and data to plan for facility engineering projects.
