You will serve as a NATURAL RESOURCE SPECIALIST in the NAVFAC SOUTHWEST.
Duties
You will plan, schedule, budget, and coordinate environmental programs at the station to ensure compliance with all applicable federal, state, and local environmental laws pertaining to sensitive plants and wildlife and their habitats;
You will use best available science to inform management actions and serves as point of contact for assigned programs;
You will review military activities and Navy and contractor project proposals and conducts site visits to ensure regulatory compliance and timely coordination with regulatory agencies;
You will serve as a subject matter expert regarding sensitive plants and wildlife and their habitats as well as associated environmental responsibilities and requirements outlined in Navy policies, biological opinions, memorandums of understandings.
You will provide outreach and training regarding environmental issues and compliance orally and in writing to tenant commands, leadership, and other stakeholders.
You will Initiate and participate in formal and informal consultation with the United State Fish and Wildlife Service and other regulatory agencies regarding endangered species and other natural resources issues.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
- You have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
- You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Managing natural resource programs; 2) Ensuring compliance with natural resource laws and regulatory permits; 3) Displaying a keen understanding of biological field monitoring and interpreting scientific data; and 4) Communicating with staff and other stakeholders about natural resource projects. NOTE: This experience must be fully supported in your resume.
