The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

Direct a diverse staff of mission management subject matter experts responsible for providing integrated mission management support to the DDNI/MI and the NIMs as they develop and execute their respective UISs, and global coverage processes. Guide development of strategic plans, evaluation of plan effectiveness and IC performance, and development of performance and resource recommendations to support the IC's overall attainment of the U.S. Government's strategic objectives. Direct and oversee programmatic operations of the NIMC and of the NIMs; liaise with senior officials to ensure strategic alignment and direction with the Office of the Director of National Intelligence (ODNI) staff and IC mission enterprise. Initiate, support, and monitor the execution of internal and external taskings to/from the NIMs, routing them to the appropriate staff/office for action. Liaise with ODNI elements and with other departments and agencies engaged in mission management activities to coordinate joint actions and ensure community mission management activities reflect and integrate NIMs' issues and priorities. Assist the DDNI/MI to frame DDNI/MI's and the NIMs' knowledge management structure, inventory its knowledge assets, organize and normalize its content, and disseminate content via appropriate fora, to include INTELINK-based web pages, blogs, and file structures. Pilot and champion innovative capabilities, policies, and fora to capture and normalize cross-NIM coordination, strategic interaction and best practices. Foster and cultivate strategic alliances and professional networks with interagency partners and other community elements to ensure adequate resource availability and priority attention on National Intelligence Strategy and Intelligence Reform and Terrorism Prevention Act (IRTPA) mandates. Brief senior IC leadership, Department of Defense (DoD) officials, members of Congress, policymakers, and other major stakeholders as necessary on intelligence integration and mission management initiatives, challenges and opportunities. Balance long-term, recurring requirements against current issues and trade-offs while also documenting opportunity costs across the NIMs. Through subordinate managers or supervisors, direct a large staff of professionals; assess performance, collaborate and oversee goal setting, and provide feedback on personal and professional development.

Qualifications

Mandatory Requirements: Expert knowledge of the IC and its entities, to include their missions and interrelationships. Exhibit expert ability to work effectively at a senior level within an interagency environment on complex issues requiring negotiation and consensus-building skills. Strong oral and written communication skills, including ability to clearly convey complex information and present findings to all levels of management. Bachelor's degree or equivalent experience as determined by mission specialty area required. Desired Requirements: Expert knowledge of planning development processes, program performance assessments and metrics development. Master ability to provide strategic and tactical planning that pertains to mission management policies, regulations, and the development and execution of the best business practice methodologies. Strong analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations.
