The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Engage and influence key stakeholders to support the ODNI's key objectives for analytic integrity.
Direct and oversee national intelligence issues related to IRPTA Sections 1017,1019, and 1020, and Intelligence Community Directive (ICD) 203.
Direct and oversee processes and decision in an ODNI enabling or support function such as policy guidance, information management, financial analysis, operations, R&D, etc.
Lead the Analytic Ombudsmen from across the IC to remain current with major technical developments and with other IC programs in areas of interest. Create and sustain partnerships with other IC elements' analytical ombudsmen, analytic tradecraft specialists, and heads of analysis.
Develop, evaluate, and analyze project proposals and action plans; determine impact on current resources, and forecast resource needs, including supervision, implementation, and presentation of the Analytical Objectivity and Process Survey.
Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.
Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas, including a direct and confidential role as advisor to the DNI on analytic objectivity.
Establish, guide, and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals.
Qualifications
Mandatory Requirements:
Experience as an analytic ombudsman or substantial formal training as an analytic ombudsman.
Expert knowledge of the IC's analytic enterprise as related to analytic integrity and objectivity, gained through long-term experience and expertise in analysis across disciplines and agencies.
Expert knowledge of Analytic Standards and Analytic Tradecraft Standards as outlines in IRPTA Sections 1017, 1019, and 1020 and ICD 203.
Knowledge of survey techniques or statistical analysis, and presentation of results.
Experience in developing and/or leading IC-wide communities of interest.
Expert analytical and critical thinking skills, including the demonstrated ability to think strategically and lead and execute initiatives for the IC.
Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management.
Excellent organizational, managerial, and leadership skills, including the ability to effectively manage the professional development of staff employees.
Desired Requirements:
Experience speaking and teaching in an analytic setting.
Record of analytic research, analysis, and production.
Bachelor's degree or equivalent experience as determined by mission specialty area required.
