The incumbent serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned. The primary purpose of this position is to direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning.
Duties
Duties include but may not be limited to the following:
Supports the integration and alignment of acquisition, delivery and management of supplies, equipment and services to ensure successful delivery of patient care.
Executes standardized business processes to recommend performance measures and analyze the supply chain.
Develop recommendations as a result of analysis results, metrics, quality assurance/compliance, operating practices and reporting within the facility.
Utilize extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS and all technical guidance and assistance to all organizational logistics personnel pertaining to logistics.
Analyze equipment and medical readiness and coordinate information and requirements within the facility, VISN and VACO in the area of supply, equipment and medical readiness.
Assists the CSCO with all activities that will be involved in providing the needed logistics support to include capital asset planning, strategic sourcing of commodities through vehicles such to ensure satisfactory levels of service meet compliance as the Medical/Surgical Prime Vendor (MSPV) contract and other contract vehicles.
Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and meet compliance.
Develops a formalized communication/education plan to consolidate/standardize common use products.
Facilitate the development of training programs, curriculum and training opportunities, and supports the development of tests designed to enhance the skills and abilities of subordinate staff.
Reviews requisitions to ensure proper utilization of government property and screening for the appropriate use of sources of supply, vendors, classification and oversees inventory management and accountability for all materials and commodities including capital and non-capital equipment.
Leverages lifecycle management practices to ensure efficient allocation of resources for assets through the entire life cycle.
Works closely with the financial organization to ensure goals are realized.
Plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines.
Develops plans, milestones and policy for the accomplishment of assigned functions on an immediate and long range basis.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Development and integration of a cohesive supply chain by: developing performance management objectives to include budget management, workload projections and process management, provides expert level technical advice and guidance to all organizational logistics personnel pertaining to logistics, supports oversight, guidance, management, and integration of supply chain operations to include planning and coordination with fiscal acquisition and clinical and administrative operations, conducts logistics audits, compliance reviews, program effectiveness and efficiency reviews based on self and nationally developed standards, operationalizes performance and measurement of logistic functions for all aspects of the supply chain including requirements determination, acquisition planning, coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders and disposition of supplies and equipment. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as OR and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks and cart washers.
