This position is located with the Bureau of Indian Affairs, Superintendent, Hopi Agency in Keams Canyon, Arizona. This position contributes to the overall mission by serving as Branch Chief of Facility Management Office, and such is responsible for planning, organizing, and administering the Agency Facilities Management Program.

Duties

Plan, Implement and supervise the execution of facilities operations, maintenance, repairs, major alterations, improvements and common services covering all agency buildings, structures, grounds and utilities. Prepare programs which include plans of operation, budget estimates and requirements for supplies and equipment. Determine which maintenance and repair projects are to be executed by contract. Inspect construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability. Determine structural and mechanical adequacy of facilities and utilities.

Qualifications

EXPERIENCE REQUIREMENTS: (OPM Operating Manual. Qualification Standards for Administrative and Management Positions, GS-1601) Specialized Experience GS-12: 1 year (52 weeks) of specialized experience equivalent to at least the GS-11 grade level that includes work which involved Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; or Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
