Duties
This Financial Administrative Specialist position is located in the VISN 12 Great Lakes Finance Service (GLFS) at the Hines VA Hospital in Hines, IL. The incumbent serves in the Payroll Section as the Payroll Specialist.
DUTIES INCLUDE:
Processes highly complex payroll actions and completes unusual and/or unique payroll adjustments.
Provides technical payroll support by providing information to National and Regional Programs, Special Projects, and statistical information to the VISN office.
Trains and develops subordinate staff to enhance program responsiveness to an increasing variety of new payroll tasks and processes.
Plans work to be accomplished by payroll technicians, sets and adjusts short-term priorities, assigns work to payroll technicians, and identifies developmental training needs.
Incorporates new processes, procedures, training, resolutions, remedy tickets, and biweekly reports with the DFAS payroll system.
Assists the Payroll Supervisor in the development of training programs for non-payroll staff (timekeepers, supervisors, approving officials).
Assists Payroll Supervisor in planning organizational activities necessary for the accurate and timely processing of payroll.
Assists Payroll Supervisor in responding to confidential and sensitive inquiries on the technical aspects of the pay and leave management process of the VA.
Assists the Payroll Supervisor in the development and roll-out of technical training programs for payroll technicians, timekeepers, supervisors and approving officials.
Assists in developing payroll implementation procedures for new programs with little or no instruction.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-9 SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-7 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Financial Administrative Specialist. Specialized experience includes but is not limited to: Experience with policies, procedures, and regulations relating to pay, leave, and benefits. Experience using automated systems to enter and correct errors for pay actions. Experience completing forms, reports, and routing correspondence regarding requests for information. Experience providing technical assistance to unit timekeepers, supervisors, and management officials. Experience making retroactive adjustments which require complex research.

GS-9 EDUCATION: Applicants may substitute education for the experience required for the GS-9 level which is 2 full years of progressively higher level graduate education leading to Master's Degree or equivalent graduate degree or LL.B or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work is primarily sedentary. Some walking and standing may occur in the course of a normal work day in connection with travel to and from meetings and conferences. May carry light items such as reports, data products, and notebooks. No special physical ability is required.
