This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as a senior technical specialist in the section for all aspects of the District's Hazardous, Toxic and Radiological Waste (HTRW) program in primarily a four-state area.
Duties
Duties at the full performance GS-12 level may include:
Activities are centered around sites under the following programs: the Environmental Protection Agency's (EPA's) National Superfund program; and the Department of Defense's (DOD's) Defense Environmental Restoration Account (DERA) program.
Oversees surface and subsurface investigations as required to characterize and determine extent of contamination.
Plans and conducts studies to determine the best alternative to mitigate the hazardous material.
Ensures that specifications adequately reflect and support construction plans, and that adequate provision and safeguards for protecting Federal interests are included.
Ensures that all work at assigned projects is made per the approved Site-Specific Safety and Health Plan (SSHP) and Work Plan, and that all samples are obtained per the Sampling and Analysis Plan (SAP) and the Chemical Data Acquisition Plan (CDAP).
Prepares or directs preparation of cost estimates, contract documents and/or scopes of work for contracts with A-E's or contractors for portions of HTRW investigations.
Serves as a specialist on the more complex or unique projects emphasizing environmental compliance and restoration.
Prepares Engineering Considerations and Instruction to Field Personnel (ECIFP), to ensure field personnel are aware of unusual conditions and schedule of field inspections.
Attends meetings, briefings and conferences with District officials and employees, counterparts from other districts or divisions, and technical specialists from other government entities or private industry.
Stays abreast of latest developments and publications in with emphasis on water and air pollution problems and solid waste disposal and recycling systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Safe working practices are an integral part of this position. Incumbent is required to know, comply with, and promote prescribed safety rules and regulations.
- Routine and special medical examinations are required because of potential exposure and the significant physical stress factors that occur while wearing protective equipment.
- Ability to obtain HAZWOPER certification to handle hazardous and toxic wastes.
- Work outside the office involves exposure to the elements and entering confined spaces, requiring use of hard hats, steel toed boots, and eye protection, and a respirator in emergencies.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For the GS-11:
Specialized Experience: One year of specialized experience which includes: 1) Conducting air and water pollution abatement to include interpreting data collected from field investigations and documenting in technical reports under the direction of technical lead or supervisor; 2) Performing investigations, studies, review designs, and executing remediation for soil and groundwater contamination and all other hazardous, toxic, and radioactive wastes (HTRW) preconstruction activities under the direction of the technical lead or supervisor; and/or 3) Reviewing stakeholder's mission requirements and recommending environmental compliance, pollution prevention, and environmental permitting strategies to the technical lead or supervisor. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Geology, Chemistry, Physical Science, Environmental Science, Environmental Risk Assessment or Toxicology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For the GS-12:
Specialized Experience: One year of specialized experience which includes1) Conducting air and water pollution abatement to include interpreting data collected from field investigations and documenting in technical reports; 2) Performing investigations, studies, review designs, and executing remediation for soil and groundwater contamination and all other hazardous, toxic, and radioactive wastes (HTRW) preconstruction activities; 3) Reviewing stakeholder's mission requirements and developing environmental compliance, pollution prevention, and environmental permitting strategies; and/or 4) Planning and coordinating the execution of conventional and unconventional projects with unique and novel engineering features for the military, civil works, and supports for other programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
