Duties

Serves as advisor to the Director on Internal EEO (Equal Employment Opportunity), external civil rights, affirmative employment, and serves as spokesperson for the BLM in these program areas. Advises and consults with senior-level officials regarding the development, design, and focus of national policies and programs under the authority of existing EEO and civil rights laws, regulations, and Executive Orders. Directs development and review of EEO and civil rights policies and programs, affirmative employment procedures, as they affect employees, veterans, and clients on the basis of race, color, religion, national origin, sex, age, and disability. Identifies, defines, analyzes and recommends solutions to systemic EEO problems when they arise in the organization and implements effective changes. Manages the Pre-complaint Counseling Program, and Alternative Dispute Resolution (ADR) Programs, in line with Equal Employment Opportunity. Provides advice and recommends appropriate courses of action on complaints of discrimination filed by employees or applicants for employment. Develops and disseminates internal EEO policies and procedures for processing complaints for recipients of Federal Financial assistance and funds. Manages the Affirmative Employment Program (AEP), providing leadership in affirmative employment planning efforts to include outreach recruitment and position management, selection, training, promotion, career development, and incentives. Provides guidance and supervision to EEO counselors in the conduct of official counseling activities. Develops and assists in the development of EEO training programs for employees. Serves as training facilitator/instructor for locally mandated special training programs such as sexual harassment, reasonable accommodation, and diversity in the workplace and coordinates and oversees the implementation of this training.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience in advising and consulting with senior level officials regarding the development, design and focus of policies and programs under the authority of existing EEO and civil rights laws, regulations, and Executive Orders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
