Serves as a Senior Physician for NASA Headquarters. Responsible for advising NASA leadership and for providing support to all the Centers' Occupational Health Programs. Provides onsite review of medical programs, focusing on compliance with Federal/State medical standards, laws, and regulations, NASA policies, and contract requirements. Oversight of medical functions, guiding multi-discipline teams and providing recommendations on strategy and direction, and writing medical policy.
Duties
Provide technical/administrative direction to Center Occupational Health employees performing the functions of the organization. Responsible for ensuring the organizations strategic plan is communicated and integrated into the teams strategies.
Develop clinical health program policy guidance and interpretations regarding NASA and/or Center issues. Identify preventable health problems and maintain surveillance of assigned program(s) through investigations, data collection, and analysis.
Serve as Occupational Health support contract functional manager, medical evacuation contract and employee assistance program after-hours contract contracting officers representative (COR), and electronic health record contract technical monitor.
Serve as principal technical advisor for NASA regarding the Employee Assistance Program (EAP), the Federal Workers Compensation Program (FWCP), and the Fitness/Health Promotion/Wellness operations.
Conduct onsite Center Occupational Health program management reviews, ensuring that program policies, practices, and procedures are consistent with regulatory requirements and NASA's strategic goals. Provide results to senior management officials.
Perform annual reviews at NASA Centers and component facilities, conduct interviews, research program documentation, and cross-check programs with existing policies, regulations, contracts, and Center-specific requirements.
Serve as primary COOP member/expert for mental health issues during exercises/drills. Serve as Agency occupational health expert on the Drug Free Workplace Program. Serves as principal or co-investigator during mishap investigations as assigned.
Coordinate with Agency-level counterparts in the Offices of Safety and Mission Assurance, Chief Human Capital Officer, senior environmental health manager, and other stakeholders to determine effectiveness and sufficiency of existing controls.

Qualifications
You must meet all three requirements listed below; unless you are covered by an exception:
1. The mandatory Basic Requirement shown in the Educationsection below;
2. Specialized experience and/or directly related education, as shown below, which has equipped you with the particular competencies needed to successfully perform the duties of this position; and
3. Certification/Training requirements.
For the GS-15 level:
5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
AND
Graduate Training:
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training.
Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
Required Selective Factor:
You must also meet the following requirements to be considered for this position:
A. Certification:
Include board-certification or eligibility in Occupational Medicine, Aerospace Medicine, Preventive Medicine and/or Internal Medicine; and implementing state and federal safety regulations, policies and procedures required for this position.

For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States
