This position is located with the Bureau of Indian Affairs, Navajo Region in Gallup, New Mexico to provides services through the process of contract/grant procedures under P.L. 93-638, as amended, for all contractible programs, including grants and construction contract programs.

Duties

Provides staff assistance in the implementation and administration of Public Law 93-638, the Indian Self-Dete1mination and Education Assistance Act of 1975, as amended. Serves as awarding official for the award, administration and management, modification and close-out of self-dete1mination contracts and grants. Responsible for the resolution of Single Audit issues and preparation of Single Audit Resolutions Reports. Provide direction and assistance to awarding officials, contractor and grantee on requirements associated with the development and operations of effective management systems. Provide training and technical assistance to Regional, Agency and Tribal representatives in the preparation of Indirect Cost Proposals and implementation, administration, and management of Indirect Cost Rates.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1101) GS-11: one year of specialized experience or the equivalent, comparable to at least the GS-09 in the Federal Service (obtained in either the public or private sector). Specialized experience in working with Indian Self-Determination activities and services under Public Law (P.L.) 93-638 that include completing pre-awards, contract administration, and contract close outs. Assist staff, tribes, and tribal organizations in evaluating and negotiating contract proposals. Provide technical assistance and make recommendations to contractors and grantees. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education in a field directly related to the work of this position leading to such a degree or LL.M. GS-12: one year of specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service ( obtained in either the public or private sector). Specialized experience in performing complex Indian Self-Determination activities and services under Public Law (P.L.)93-638. Interpret self-determination related laws, regulations, policies, and methods. Complete contract/grant awards, construction contracts, contract administration, contract close out, evaluate and negotiate contract proposals. Ensure P.L 93-638 contractors are in compliance for proper certification of annual inventories. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perfom1 successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Combination of Education and Experience: A combination of graduate level education and appropriate specialized experience that together meet the qualification requirements of the position. The full performance level of this position is GS-12.
