As a Foreign Affairs Specialist, the incumbent will serve as an expert, authority, and analyst who manages, oversees, researches, develops, negotiates, implements, and maintains programs, projects, alliances, incidents and emergency responses, agreements, positions; andresponds to emergencies and incidents.

Duties

Advocate DOE/NNSA's positions, policies, strategic objectives, future priorities, courses of action, considerations impacting U.S. negotiating positions, and final outcomes to senior leaders and officials. Research and analyze international and domestic laws, policies, and regulations and Department of Energy (DOE)/NNSA and U.S. Government priorities in order to advise foreign partners during discussions and negotiations. Advise foreign counterparts, laboratory, scientific, technical, and subject matter experts about National Nuclear Security Administration (NNSA), Department of Energy (DOE) and/or U. S. Government political perspectives, programs, policies, methodologies, tactics, proposals, cooperative efforts, operations and activities. Develop plans, treaties, agreements, positions, policies, initiatives, Congressional testimony, briefings, reports, speeches, codicils, letters of understanding, contracts, correspondence, bi- and multi-lateral cooperation documents.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level (NQ-02) or GS grade level in the Federal Service, i.e., GS-12. Specialized experience for this position is defined as: comprehensive knowledge and skill in the application of U.S. foreign relations policies and diplomatic procedures to develop, implement and monitor safeguards cooperation and infrastructure development programs, and the ability to implement and coordinate such programs with other Federal agencies and foreign governments. Examples of Qualified Experience: The incumbent serves as a Foreign Affairs Specialist located in the Office of Defense Nuclear Nonproliferation (NA-20). The individual coordinates and leads the implementation of activities related to nuclear nonproliferation. Negotiate legally and non-legally binding agreements (e.g. MOUs between NNSA and foreign counterpart organizations, or others that implicate the United States) between the United States and a range of foreign partners. Present analysis, data, information, and research to DOE/NNSA senior leadership, other interagency stakeholders, at domestic and international meetings and events, and guide and provide performance feedback to project and program teams. Education

A. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods; OR

B. Combination of education and experience -- courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in 1above, plus appropriate experience or additional education; OR

C. Experience -- four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

If education may be substituted for experience, indicate this and include the general formula for education to experience conversion (e.g., a Bachelor's Degree qualifies at the GS-5 level).
