The Equal Opportunity Assistant (EEO) position is located in the Director Office Services at the VA Central CA Healthcare System (VACCHCS), Fresno, CA. This position performs work that utilizes knowledge of the methods, procedures, regulations, and purposes of the equal opportunity or civil rights functions the position supports. This position performs simple technical work and standardized clerical work in support of equal opportunity and civil rights programs or activities.

Duties

VACCHCS Fresno, CA Equal Opportunity Program is seeking an Equal Opportunity Assistant to provide clerical/administrative support to meet the requirements needed for high level officials to make decisions involving the VA . Major duties include, but are not limited to: Provides technical and administrative support to all EEO functions and programs. Communicate information to employees and applicants regarding the principles of federal EEO laws, regulations, and policies to federal employment. Ability to use automated computer systems and type at least 40 WMP Conducts pre-complaint investigation. - Provide information to participants of their EEO rights and procedures. Collects, analyzes, and prepares statistical data reports related to EEO, affirmative employment, and workforce data. Protects and safeguards sensitive and confidential information in compliance with EEO procedures, privacy laws, and regulations. General knowledge of human resources management practices (recruitment, selection methods, promotions, disciplinary procedures and functions of labor agreements. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-5 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience where you were responsible for providing assistance to the program manager by completing less complex/routine administrative functions. Functions may include reviewing action plans, personnel actions, assembling reports, assists employees with performances appraisals and office automation functions. Assist with the assembles/summarize of information in case files; Collecting/compiling of reports on requested data; and Receive calls, greet visitors, etc. Your resume must support your response to this question. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite. (Transcripts must be submitted at time of application). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years above high school . GS-6 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .experience where you were responsible for administrative functions of the an office under the direction of the supervisor(s), relieving them of clerical and administrative support work by preparing rough drafts, reports, forms, and correspondence from data and a variety of materials, (summary sheets, staff studies, statistical and tabular material) based on the incumbent knowledge of computerized personnel systems; Performs technical assistance work to include: fact finding, problem analyses, negotiation, and preparing case files; Maintains records and case files; and interview individuals or representatives to obtain information. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. You will be rated on the following Competencies for this position: ClericalIntegrity/HonestyInterpersonal SkillsWriting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. No special physical demands are required to perform the work.
