This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Police Service (PS). The mission of the PS is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. Safety and security are paramount to ensuring that the VA successfully serve and honor the men and women who are America's Veterans.

Duties

Serves as a Police Officer Corporal (Instructor) and administers and coordinates the education and training program for Police Service from initial-entry training to assessment, in-services training, and retraining of Officers throughout the year. Oversees the initial and on-the-job training of all newly assigned personnel. Develops, presents, delivers, or coordinates courses for training programs. Prepares material related to the use of the VA police computer package; writing reports; documenting incidents; use of the Expandable Straight Baton; oleoresin capsicum spray recertification; defense tactics; handcuffing; the clearing of buildings; and AED and CPR. Prepares training schedules, coordinates equipment, room availability, and dates and times for on-site training and off-campus drills. Ensures the availability of material and handouts for class participants. Changes training curriculum to fit the criteria focused on the jurisdiction, level of experience and complications observed. Oversees instructors' firearms, ground defense, active threat, etc. to provide guidance and evaluate their courses. Accomplishes the training and development of officers and designates tasks necessary for new Police Officers to gain experience to do work. Explains work requirements, methods, and procedures as needed, including providing special instructions and answering technical questions about the work. Prepares lesson plans and critiques instruction and instructional material. Provides instruction and modification for training course contents and/or materials. Builds course lessons using materials and information from various sources to construct course lesson plans, visual aids, etc. Maintains and keeps current the video library, law enforcement source library, training records, training budget and training computer files. Ensures training is conducted in accordance with all applicable policies and regulatory requirements. Ensures training is properly documented in accordance with VA Law Enforcement Training Center (LETC) and Office of Security and Law Enforcement (OS&LE) requirements. Adjusts course material and aides and supplements courses based on training needs and the local, state, and local law enforcement requirements. Coordinates the use of outside guest instructors, VA law enforcement instructors, and/or local outside law enforcement agencies and emergency/public services agencies and the FBI, DEA, Postal Inspectors, and ATF. Arranges for appropriate guest instructors and subject matters experts to provide necessary training. Applies a variety of instructional techniques including lecture, seminar, conference, and group discussion, programmed instruction, self-paced instruction, hands-on, and multimedia instruction. Ensures that staff complies with LETC required training commitments, courses, and timeframes and maintains training materials, attendance records, test scores, etc. and completes related reports. Analyzes results of tests and employee performance to identify special or additional training requirements. Makes suggestions and recommendations on curricula modifications based on observations and trends in the policing field. Conducts research to assess training needs and schedules approved training programs. Serves as a Corporal Police Officer in addition to serving as an instructor, performing law enforcement and security responsibilities. Promotes the protection of property and civil rights of individuals by maintaining law and order. Provides services at all segments of VA facilities located over large geographical areas, some of which may be in different states, counties, municipalities, or townships. Performs certain elements of the work away from Departmental properties when consistent with Federal law, regulation, VA policy and operational guidance. Protects Veterans, volunteers, and others on Departmental property, U.S. officials, other individuals, and him or herself during any given situation against threats to personal safety when force becomes necessary to enforce laws and regulations. Carries firearms and other weapons, intervenes when necessary to deescalate situations and determines when and how much force must be applied. Performs vehicular patrols as required. Enforces laws, rules, regulations, and resolves violations/offenses; conducts preliminary investigations and coordinates with surrounding emergency response agencies as needed. Exercises arrest authority; searches and detains suspects; takes charge of emergencies and established operating procedures; makes arrests and performs booking procedures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Thorough familiarity with the assigned subject-matter area in knowledge of VA and VHA law enforcement and security administrative procedures established by regulation, legislation, and various policy statements. Detailed knowledge in teaching or instructing in police and security matters related to Federal, State, County, Municipal statutes, laws and ordinances, and rules and regulations pertaining to law enforcement. Knowledge of a wide range of teaching methods and tools, to develop and implement law enforcement courses and program Instructions for new employee orientation training, installation-specific orientation training and certification, field training program, in service training program, supervisory training, and specialized training programs. Skills in instructional and communication to provide Law Enforcement training programs for Police Officers and other law enforcement personnel. Knowledge of the full range of police and law enforcement services, including standardized state, county and federal laws, regulations, methods and procedures that apply to the facilities depending upon their geographical location and type of jurisdiction to ensure policing compliance and to prevent and resolve offenses. Knowledge of and skills in policing procedures to provide training in properly conducting search and seizure of evidence/contraband; pursue and apprehend persons fleeing a crime scene or attempting to resist arrest; to identify and arrest violators based on eyewitness accounts; to serve warrants and subpoenas to individuals on the property, and to support dignitaries and activities specifically designated by the facility Director. Knowledge of firearms and tactics for deployment in emergencies to carry out emergency services and procedures, such as weapons and chemical agents, negotiations, building layouts, terrorist threats and counterterrorism methods, search and rescue techniques, and crowd and demonstration control. Knowledge of VHA Police Service security protection operations necessary to provide training instruction to Police Officers; to evaluate existing crime prevention methods and recommend changes to existing programs; and to prepare and finalize accurate law enforcement reports using the correct report formats, procedures, and terminology. Skills using various automated systems and equipment located in a dispatch center, including National Crime Information Center (NCIC) terminal, internal Closed-Circuit Television (CCTV) surveillance system, National Incident Management System (NIMS) and the Incident Command System (ICS) to provide guidance of operations; to dispatch personnel, and to properly enter and retrieve information on individuals and vehicles. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as frequent climbing of multiple flights of stairs and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain. Work Environment: The work involves both moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and use of personal protective equipment The work is performed in settings in which there is regular and recurring exposure to moderate to severe discomforts and unpleasantness, such as high temperatures in confined spaces, high temperatures due to mandatory protective personal equipment, or adverse weather conditions during extended periods of traffic and patrol duties. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk.
