The incumbent serves as the principle office assistant to the Director of Contracting (DoC), Deputy Director of Contracting (DDoC), and to the staff of the Network Contracting Office (NCO). The incumbent ensures that the different and varied administrative support functions for which responsible are handled in a manner to enhance the efficiency of the NCO as a whole.

Duties

Duties include, but may not be limited to the following: Prepares correspondence, statistical graphs, and logs, reports in final form, ensuring correct punctuation, capitalization, spelling, grammar and that suspense dates are met. Additionally, determines the correct format of typed materials to determine if it is acceptable in accordance with the organization's published standards. Makes necessary distribution of original and final copies to ensure compliance with existing policy. Maintains smooth flow of oral and written communications; follow up on time commitments, data, and special projects coming into the organization from a broad diversity of groups. Receives calls for the office, answers routine requests and refers phone calls. This could include answering requests for information or responding to requests for materials in the absence of the supervisor. Assists with travel requirements which may include visits to field facilities' and various sites throughout the facility commute area for staff meetings, appearances before veteran's groups, national and organization committee meetings, management seminars and professional education. Knowledge of authority to exercise with recognition of the staff's priorities, program plans and available time, and fiscal implications of different travel arrangement options. Incumbent will communicate with their supervisor and Human Resources to obtain guidance and information that is needed to carry out these responsibilities. Gathers, inputs, and organizes data from available information systems from field programs whose data are not captured on established or real-time systems; and, when necessary, establishes new data collection procedures for specific programmatic activities or for programmatic evaluation. Provides administrative and technical support to organization including: meeting planning/video conference calls/conference calls, recording and generation of meeting minutes, data gathering, conference setup and support, travel, timekeeping/leave administration, report generation, memos, spreadsheets, graphs and presentations. This includes devising, installing, monitoring, and modifying these procedures as necessary. Also, provides instruction and assistance to facility level personnel and offices on these procedures and administrative policies. This person will perform a wide variety of administrative and program support function using different skills and abilities. Maintains files, records and correspondence for the office. Able to successfully pass all required training to receive and maintain a Government Purchase Card. Responsible for purchasing needed office supplies and may make other purchases under the micro-purchase threshold that are needed to support organization. Ensures that files include all documentation necessary for accurate hands-on daily office routines as well as historical background and future projections. Performs other related duties as assigned. Work Schedule: Monday- Friday, 8:00 a.m.- 4:30 p.m. Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Remote: This is not a remote position. (Remote refers to work performed on a full-time basis anywhere other than a VA facility or using VA-leased space.) **For this position, telework may be authorized up to 80% upon supervisor approval if within the local commuting distance of the advertised duty station(s). Office space will be available for individuals that prefer to work at one of the advertised duty station(s). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge regarding federal/VA contracting policies and procedures with a foundation of administrative concepts and practices. Experience in recommending changes in administrative policies, devising and installing procedures and and office practices and the ability to foresee administrative problems and requirements. Knowledge of computer technology, statistical programs, and database management applicants. Experience in receiving calls, answer routine calls and refer calls. Must maintain smooth flow of verbal and written communications, follow up on commitments, data and special projects into the office from a broad diversity of groups. Experience in providing administrative support in setting up conference calls, meetings and conferences Education: There is no education substitute for the GS-7 grade. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
