About the Position: The US Army Garrison's Directorate of Public Works (DPW) supports the Aberdeen Proving Ground mission through effective use of energy, providing and maintaining sustainable facilities and infrastructure, and emphasizing a culture of safety.
Duties
Serve as a Housing Manager reporting to the Chief Housing Division located in the Directorate of Public Works at a large multi-mission installation.
Provide technical housing expertise and assistance to Garrison Commander/Manager and other installation staff in representing Department of the Army, Army Command, and Garrison objectives.
Serve as the Contracting Officer Representative, responsible for management, oversight, guidance, fiscal policy and control of contractor owned-government leased quarters as required or appointed.
Represents the organization in installation level meetings and or at various conferences and meeting with local officials and other federal, state, or legal organizations concerning current housing programs, practices and trends.
Requirements
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
- This position may require after hours call-back for emergencies.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialize Experience: One year of specialized experience which includes a) Experience in a wide range of housing management principles, concepts, and methodology to execute a variety of complex work assignments involving the full range of housing activities such as privatized housing management and oversight, DoD Privatized Housing (RCI) budgets, management-tenant relations, construction and improvements, operations and maintenance, assignment utilization, referral services, furnishing and equipment management, and PAL lodging.; b) Expertise in all aspects of the DA privatized housing portfolio and asset management (PAM) procedures.; and c) Professional knowledge of federal and Army housing policies and requirements to perform broad and administrative planning, scheduling, and coordinating of work forces and resources concerning the operational planning and management of housing activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
