Duties

The Department of Energy's (DOE) Office of Environmental Management - Savannah River Operations Office is looking for a dynamic, innovative, seasoned executive to lead the Office of the Assistant Manager for Nuclear Material Stabilization. This position is responsible for providing overall leadership and direction for oversight of assigned contractor and Federal programs and activities associated with the receipt, storage, stabilization, and disposition of nuclear materials, spent nuclear fuel, byproducts and the storage and disposal of low-level radioactive, transuranic (TRU), hazardous, mixed, and sanitary waste. As the Assistant Manager for Nuclear Material Stabilization you will: Provide overall leadership and direction for oversight of assigned contractor and Federal programs and activities associated with the receipt, transportation, storage, stabilization, recovery for beneficial reuse, and disposition of special nuclear materials and by-products, and the storage and disposal of low-level radioactive, transuranic (TRU), hazardous, mixed, and sanitary waste. Exercise full managerial authority and aggressive integration of all organizational policies, practices, and innovative solutions to complex environmental clean-up challenges associated with the receipt, storage, stabilization, and disposition of nuclear materials, spent nuclear fuel, by-products, and the storage and disposal of low-level radioactive, transuranic (TRU), hazardous, mixed, and sanitary waste. Direct all organizational activities, frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Serve as the principal executive responsible for oversight of all onsite and offsite efforts related to the receipt, safe storage, stabilization, and disposal of nuclear materials, including aluminum clad spent nuclear fuel from site, domestic research, and foreign research reactors. Be responsible for the planning, budgeting, acquisition, and oversight of contractor project execution and ensure project activities are compliant with applicable quality, environmental, safety and health standards. Manage the formal technical assessment and facility representative assessment programs to effectively oversee contractor activities in all assigned areas Advise the Manager, SR, on contractor fee incentives and fee reduction matters in regard to closure programs and activities and provide comments on fee incentives for all contracted work.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Knowledge of and experience applying laws, rules and regulations and contract provisions to direct, oversee, and evaluate contractor performance at a large, complex Government-Owned, Contractor-Operated industrial facility. MTQ 2: Knowledge of and experience in managing safety management principles as they relate to the safe and environmentally sound operation of nuclear facilities and leading comprehensive strategic, operational and tactical planning efforts to translate the organization's mission and vision into understandable and achievable actions, and efficient capital investment plans. MTQ 3: Knowledge of and experience in managing the safety management principles related to the receipt, storage, stabilization, and disposition of nuclear materials, spent nuclear fuel, and byproducts and the storage and disposal of low-level radioactive, transuranic (TRU), hazardous, mixed and sanitary waste while complying with state and federal environmental regulations and commitments.
