Duties

Serve as the Real Property Specialist (technical expert) in both space utilization and real property management for the installation. Perform technical and administrative duties relating to real property accountability and management, real estate transactions, real Property assignments and utilization/space management. Resolve problems associated with the work of the office based on good working knowledge of the organization and substantive programs under the Real Property Officer' control. Classify and analyze the utilization of real property to obtain its optimal use and classification within the real property databases. Interpret policy in relation to technical compliance regarding the efficient and effective management of space consistent with Installation, Higher Headquarters and DA Policy. Use of quantitative and qualitative analytical techniques to analyze programs and development of data measurement and comparison techniques to use in the management of real property assets. Perform accomplishment and documentation of periodic real property inspections and real estate inventories in accordance with Army regulations. Prepare or ensure the technical accuracy of real property documentation for acquisition, disposal and utilization of real property.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Secret security clearance for the duration of employment.
• Complete trial period or probationary period depending on status.

Qualifications

Who May Apply: US Citizens (1) Position may be filled as a temporary promotion, reassignment or change to lower grade NTE 13 months by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years. Position may be made permanent without further competition (for current Army employee only). (2) Position may be filled as a term appointment NTE 3 years if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years. With DoD approval, term appointments may be extended beyond 6 six years, but not more than 8 years. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11 Level: Specialized Experience: One year of specialized experience which includes knowledge of policies, procedures, regulations and contracts related to management of Army real estate assets; performing database/inventory management and/or completing asset documentation/inventory, reviewing/developing space requirements and completing space assignment documents and space management planning. Candidate has experience in the acquisition, management and disposal of real property; to include ability to accurately input and retrieve data from government information systems. Candidate has experience resolving facility issues with occupant responsibilities, renegotiating space utilization, encroachment or trespassing. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Current Army employees who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). The public must have Specialized Experience for one year equivalent to the GS09 for consideration.
