The primary purpose of this position is to To construct, maintain, and repair rigid and flexible pavements, roads, and runways.
Duties
- Maintains, repairs, and constructs rigid pavements or similar cement and concrete surfaces. Plans and lays out work from blueprints, rough sketches, construction drawings, surveys, and work orders and determines material, tools, and equipment needed to meet accepted trade practices. Works on surfaces, such as sidewalks, steps, curbs, ramps, roads, and runways and other projects that require precise measurements and involve the setting of forms in curved and straight lines. Breaks concrete using jackhammer. Removes concrete using buggies, wheelbarrows, or shovels. Prepares subsurface by leveling ground and tamping fill material, such as sand, dirt, or gravel. Builds and sets forms and installs concrete joints and reinforcing material, such as steel or wire to obtain maximum strength. Computes concrete requirements and operates a cement mixer to mix and prepare concrete ensuring that proper amount of cement, sand, stone, and water are used. Pours, spreads, and levels cement and concrete. Performs preliminary and final finishing and shapes rolling curbs and drains to proper grade and contour. Prepares surfaces to specified desired finish and texture by such methods as rubbing with abrasive stone or applying a smooth coat of cement mortar. Eliminates defects caused by bubbles and hollow spots.
- Maintains, repairs, and constructs flexible roads, pavements, parking areas, airdromes, bike paths, or similar surfaces of asphalt. Plans and lays out work from blueprints, rough sketches, construction drawings, surveys, and work orders and determines material, tools, and equipment needed to meet accepted trade practices. Repairs surfaces by cutting and removing worn or damaged asphalt. Constructs new asphalt surfaces by preparing subsurface and applying/leveling gravel, crushed stone, sand, or other aggregates. Operates asphalt heating kettle and maintains asphalt in fluid condition. Lays asphalt to the required grade and thickness. Operates an asphalt paving machine in laying asphalt or a road roller in packing asphalt. Operates a slag spreader mounted on a dump truck to spread slag evenly over a roadway. Shapes curbs and drainage ditches, and cures asphalt with sealer. Installs, inspects, and repairs drainage systems to include storm drains, culverts, and outlets.
- Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and assures proper fit of required safety equipment and clothing. Follows federal and state rules when storing, using, handling, labeling, and disposing of hazardous materials and waste in accordance with environmental standards. Performs clean-up duties, such as cleaning equipment, sweeping, straightening, and lining up tools and other property in the assigned area.
- Uses and maintains tools and equipment. Uses screeds, hand and power trowels, floats, edgers, abrasives and other cement finishing tools. Uses rake, shovel, tamper, jack hammer, saw, pickax, and chisels. Maintains records and documents action. Initiates or annotates forms or reports, such as Operator's Inspection Guide and Trouble Report, Temporary Issue Receipt Form, Base CE Work Clearance Request Form, and updates the Civil Engineering Material Acquisition System (CEMAS).

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the 3602 - Cement Finishing family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work without more than normal supervision
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of methods and techniques of subsurface preparation and constructing and repairing asphalt and cement surfaces.
2. Knowledge of safety regulations, practices, and procedures.
3. Skill in applying and leveling gravel, crushed stone, sand, or other aggregates to the proper thickness for the subsurface and in applying sealer.
4. Skill in shaping curbs and drainage ditches and in curing asphalt with sealer.
5. Ability to use and maintain power tools, hand tools, and related equipment.
6. Ability to read and interpret instructions, blueprints, drawings, and sketches.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Physical Effort
The employee frequently is required to perform heavy lifting up to 100 pounds. Exerts considerable physical effort while using pickax or air hammer to remove damaged pavement. Work requires extensive standing, walking, bending, and kneeling.
Working Conditions
The employee works outside in all kinds of weather frequently exposed to dust and dirt. Works near moving parts of equipment and machinery. Employee is regularly exposed to the possibility of cuts, scrapes, bruises, falls, falling material, or injury from equipment
