THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a ITSPEC (APPSW) (TITLE 5), Position Description Number T5242000 and is part of the NC USPFO, National Guard (USPFO-Data Processing / MD 152C-212).

Duties

As an IT SPECIALIST (APPSW), GS-2210-11, you will review and analyze the business practices of serviced organizations to determine those practices that could be significantly enhanced by the modification of existing or the development of new automated systems; receive and evaluate requests for data processing project; request are normally general in nature without specific information on input/output data and hardware instructions; conduct studies concerning the feasibility of proposed new systems development projects; determine time and cost savings, man-hour and material requirements, hardware capabilities, and overall impact on resources; advise on the best methods to accomplish the project; work closely with customers to determine required functional requirements and to translate functional requirements into design specifications; recommend improvements to current applications; review and analyze current systems; With approval, completes modifications and improvements to provide better service and more efficient utilization of personnel and equipment; propose needed re-design studies; develop reports on the status projects; Integrate multiple operating systems and coordinates between functional areas that necessitates unusual coordination and organization requirements; design the program structure of files and records and determines detailed sequences of action in program logic; code, test, debug, and document programs; respond to problems by diagnosing and correcting errors in logic and coding; write and maintain application operation instructions for assigned programs; develop reports on the status of projects for those assigned; perform other duties as assigned; coding and Scripting Applications is required for consideration as a Mandatory Technical Requirement; perform admin duties as they relate to various web technologies, including file permission & file ownership; familiarity with UNIX/RHEL6 to include Bash scripting, Chron jobs, and PERL; maintain and update VM Ware 6.5 server pool & various Microsoft SQL Databases using TSQL & Oracle databases using PL-SQL procedures and functions; ASP.NET, HTML and Share Point knowledge a plus; familiarity with UNIX/Linux to include shell scripting and cron jobs; ability to maintain & update VM Ware 6.5 server pool & various Microsoft SQL Databases using TSQL & Oracle databases using PL-SQL; knowledge of ASP.NET, HTML and share point a plus; selectee will perform admin duties as they related to various web technologies, including knowledge of browsers, programming and scripting languages for web development, frameworks, and servers (database and web); familiarity with capabilities offered by Windows Server 2019 related to web development, such as scheduled tasks, PowerShell scripting, installing services, etc; design, load, and access Microsoft SQL Server databases in order to interact with web applications or other applications that require it; understanding software architectural patterns, such as the model-view-controller (MVC) as it applies to developing user interfaces; understanding business intelligence solutions such as Power BI in order to create reports based on customer needs; ability to create and edit SQL Server Integration Services (SSIS) in order to perform ETL procedures.-Good problem-solving, communication and team-working skills.; knowledge of object-oriented programming languages a plus. (C++, Python, ASP.net, etc.)

Qualifications

MINIMUM REQUIREMENTS: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: (Must have 36 months) of experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Substitution of Education for Specialized Experience: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
