Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Office Directorate, located in Washington, District of Columbia.
Duties
This position will allow you to use your expertise in managing and overseeing a critical program segment which has program office-wide or CBP-wide impact. Apply for this exciting opportunity to strengthen Homeland Security by assisting with program planning, execution, development, investment analysis, human capital management, and program oversight. This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075.00 (GS-14 Step 10).
In this Program Manager position, you will be responsible for activities relating to oversight of program management office investment planning and execution management, to include investment analysis, project planning, change management, and program and project controls. Typical work assignments include:
Planning and executing to include investment analysis, project planning, and program and project controls
Reviewing operating procedures and advising the program on planning, development, and integration of organizational capabilities to accomplish the business and operational goals of the program
Developing methods, internal controls, processes and procedures to improve cost-effectiveness, streamline organizational structures, and assure conformity with sound management principles
Develop measures that evaluate performance, making recommendations for program/project improvement, and implementing quantitative and qualitative methods within the scope of the respective project and reporting of results
Directing employees who perform tasks such as project management, contract management, facility management, asset management, knowledge management, and other administrative functions
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Directing a wide variety of studies and analysis of complex functions and processes
Managing a variety of administration program and reports related to cost, schedule, and performance issues
Developing, revising, and implementing decisions, guidance, laws, regulations, and policy
Evaluating the effectiveness of department programs while planning for long- and short-range strategy programs
Reviewing program progress, measuring performance and taking necessary corrective steps to modify actions, products, or services to ensure compliance with policies or to provide improved results

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/29/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
