This position is located in John Day Fossil Beds National Monument, in the central Oregon.

Duties
Serves as principal advisor on park natural resource issues and identifies appropriate NEPA pathways for park projects,and writes Environmental Assessments and other compliance documents as needed.
Carries out natural resource program management duties by identifying and prioritizing restoration and stewardship needs; Designs and implements inventory and monitoring protocols and natural resource restoration projects; develops workplans, scopes of work, project proposals.
Manages park water quality program, ensuring systems are in compliance with federal and state rules and regulations.
Coordinates park natural resource program with adjacent land managers and regional initiatives; maintains effective partnerships, and negotiates cooperative agreements to support natural resource goals.
Serves as park Agreements Technical Representative and Contracting Officers Representative.
Duties will be developmental in nature when filled below the full performance level.
A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
Qualifications
All qualifications must be met by the closing date of this announcement-10/06/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position, you must possess the Basic Requirements for at least one of the series below AND the Specialized Experience Requirements (minimum qualifications) for either the GS-07 or GS-09 grade level.
BASIC REQUIREMENTS FOR Biologist GS-0401 SERIES:
You must possess at least one of the two requirements below to qualify for this series:
Degree: bachelor's degree or higher in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide transcripts. -OR-
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
BASIC REQUIREMENTS FOR GENERAL Physical Scientist GS-1301 SERIES:
You must possess at least one of the three requirements below to qualify for this series:
Degree: bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. You must provide transcripts. -OR-
Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate specialized experience or additional education.
- AND-
GS-07 - FOR ALL SERIES: In addition to the Basic Requirements, as stated above, you must meet the following to qualify for the GS-07 level:
SPECIALIZED EXPERIENCE (MINIMUM QUALIFICATION) REQUIREMENTS:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include: (1) implementing established protocols and operating and maintaining tools and equipment (2) conducting biological field work or (3) measuring or monitoring environmental parameters, such as water quality, using technical instruments. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least 1 year of graduate-level education -or- superior academic achievement in a 4 year degree. Education must be in a relevant field. You must include transcripts.
-OR-
Successful completion of a combination of education and experience as described above.
GS-09 - FOR ALL SERIES: In addition to the Basic Requirements, as stated above, you must meet the following to qualify for the GS-09 level:
SPECIALIZED EXPERIENCE (MINIMUM QUALIFICATION) REQUIREMENTS:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include: (1) leading implementation of established protocols and training others in scientific methods; (2) collecting data and reporting on results and making recommendations for management actions; (3) drafting workplans and implementation strategies. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Education must be in a relevant field.

Successful completion of a combination of education and experience as described above.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
