The primary purpose of this position is to support and augment the work of HR Specialists and to perform a variety of HR recruitment and placement assignments for a variety of positions in different personnel and pay systems: General Schedule and Federal Wage System; Permanent, temporary, with time limits appointments; without compensation; CSRS and FERS retirement systems; and, under Title 5, Title 38 and Hybrid Title 38 qualification standards.
Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-06 position you must have 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform duties outlined in the target grade, but will operate under closer supervision. At the development level you will answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another Federal agency; provide routine supportive tasks; and request HR records from the records center. To qualify based on education for this grade level you must have four years of successfully completed education above the high school in any field for which high school graduation or equivalent is the normal prerequisite is creditable for GS-05 (TRANSCRIPTS REQUIRED). OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
GS-06 Specialized Experience: You must possess at least one (1) full year of specialized experience that is equivalent to at least the GS-05 grade level in Federal service and related to the duties of this position that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience would typically include, but are not limited to: perform duties outlined in the target grade, but will operate under closer supervision. At the development level you will answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another Federal agency; provide routine supportive tasks; and request HR records from the records center
GS-07 Specialized Experience: You must possess at least one (1) full year of specialized experience that is equivalent to at least the GS-06 grade level in Federal service and related to the duties of this position that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience would typically include, but are not limited to: reviewing applicants for corresponding qualification competencies or skill match; Assist with on boarding of new employees to include arranging physical examinations (based on occupation), ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry-on-Duty and/or release dates from losing office, forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding; conducts orientation for new appointees; and coordinates and process required clearance documents for employees leaving the agency or federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is generally sedentary and requires sitting, walking standing, bending, and/or carrying light items. Work is performed in an office setting which is adequately lighted, heated, and ventilated.

There is no educational substitution at the GS-06 and GS-07 grade level.
